with 67 sub-indicators calculated in a weighted<br />

China Sustainability <strong>Reporting</strong> Guidelines for<br />
Apparel and Textile Enterprises (CSR<strong>–</strong>GATEs),<br />
2008 provides a guideline with comprehensive and<br />
quantifiable indicators to enterprises that are willing<br />
to publish SR reports. It aims to help enterprises<br />
voluntarily compile and publish reports on their<br />
economic, environmental and social performance of<br />
business operations, products and services.<br />
Draft Guidelines on Corporate Social<br />
Responsibility Compliance by Foreign Invested<br />
Enterprises, 2008 issued by the Ministry of<br />
Commerce (MOC). The draft guidelines are a<br />
long-term plan to encourage foreign companies<br />
to integrate into their businesses best practice<br />
standards that advance China’s social fabric. These<br />
proposed standards are voluntary, but indicate that<br />
the Chinese government may look favourably on<br />
foreign companies committed to CSR. Under the<br />
guidelines, a CSR-compliant company must consider<br />
the responsibilities that it bears for its economic,<br />
social and environmental impact on Chinese society.<br />
The guidelines also encourage the foreign companies<br />
to establish a CSR reporting system and publish CSR<br />
reports. It also mentioned “the report should give<br />
objective and impartial disclosure of the company’s<br />
CSR accomplishments, weaknesses and actions<br />
for improvement. The information contained in the<br />
report should be timely, easy to understand, factual<br />
and complete.”<br />
