If the proposal is granted, I would be concerned about<br />

the standard <strong>of</strong> the new units.<br />

Officers Report:<br />

This application comes to committee as the Officer recommendation is for approval,<br />

the Town Council has objected and there have been 21 letters <strong>of</strong> objection and 2<br />

petitions from nearby residents.<br />

The proposal is to create a mixed use <strong>of</strong> the site to allow residential use <strong>of</strong> the<br />

dwelling and a cattery business with 22 cat housing units (2 cats <strong>of</strong> the same family<br />

allowed per unit. 44 cats maximum) in the rear garden, together with a<br />

reception/isolation building, new hard surfacing and 3 additional parking spaces (at<br />

the front <strong>of</strong> the property).<br />

Sixteen <strong>of</strong> the units would be constructed in an L-shape and be at the end <strong>of</strong> the rear<br />

garden next to the rear boundary with Chander Close and the side boundary with 319<br />

New Rd. Four units would face the L-shaped block in the centre <strong>of</strong> the rear <strong>of</strong> the<br />

existing garden, and the reception building with 2 isolation units would be<br />

immediately at the rear <strong>of</strong> the dwelling next to the boundary with 319 New Road.<br />

The site is in the New Road Special Character Area (SCA) and has a Tree Protection<br />

Order covering it. It is also within the area where a transportation contribution may<br />

be required by the South East Dorset Transportation Contributions Scheme 2.<br />

The following policy is applicable;<br />

East Dorset Local Plan 2002 Unsaved Policies BUCON6, TRANS2, TRANS10 and<br />

TRANS14; Saved Policy DES2, and Policy DES8 which is to be replaced by Policy<br />

HE2 in the emerging Christchurch and East Dorset Core Strategy (CS).<br />

When adopted, the new development plan will comprise the CS and Saved Policies<br />

and these carry a good deal <strong>of</strong> weight as the CS is at an advanced stage <strong>of</strong><br />

preparation. The Unsaved policies do not carry as much weight.<br />

Policies KS11 and HE2 <strong>of</strong> the CS are also applicable together with the policy<br />

contained in the National Planning Policy Framework (NPPF).<br />

The operation <strong>of</strong> the business<br />

The applicant has clarified how she intends to operate the business and this is<br />

helpful to establish the likely impacts from the proposal;<br />

The minimum stay for a cat will be 3 days, and it is anticipated that most cats would<br />

stay for 1 or 2 weeks or more. It is expected that each client would be on the site for<br />

5 minutes to drop <strong>of</strong>f or collect a cat, and any bell for clients to ring will sound inside<br />

the house or reception building, therefore minimising disturbance to neighbours.<br />
