Each department will need to compile a financial statement to be submitted to <strong>the</strong> ministry of<br />
Finance for consolidation, approval <strong>and</strong> resource allocation. This will be an emergency budget<br />
<strong>and</strong> should represent <strong>the</strong> financial requirements for <strong>the</strong> next 48 hours<br />
Each agency must submit its response to this request to <strong>the</strong> <strong>Simulation</strong> Administration Office<br />
as soon as possible.<br />

Emergency service personnel are reporting that yesterday evening in <strong>the</strong> affected zone<br />
thous<strong>and</strong>s of people, <strong>the</strong>ir belongings gone, are camped out on <strong>the</strong> street or within <strong>the</strong> rubble<br />
with no shelter <strong>and</strong> limited food <strong>and</strong> water.<br />
Large numbers of people dazed <strong>and</strong> alone, are w<strong>and</strong>ering among <strong>the</strong>se crowds looking for<br />
relatives. Contact tracing is non existent <strong>and</strong> this is creating a climate to panic. Frequent<br />
aftershocks are contributing to <strong>the</strong> unease. People are desperate to know how to find missing<br />
family <strong>and</strong> friends, what to do in in <strong>the</strong> event of an aftershock <strong>and</strong> how to access urgent medical<br />
assistance. There is growing concern about sporadic incidents of violence against girls, boys<br />
<strong>and</strong> women.<br />

Community groups have expressed concerns that aid distribution is too slow <strong>and</strong> that <strong>the</strong><br />

Local communities are concerned that <strong>the</strong>ir deceased will not be buried in time as required by<br />
Islamic Law <strong>and</strong> are concerned about disease outbreaks. Many bodies have been prepared<br />
for burial <strong>and</strong> are with family members who are unable to bury <strong>the</strong>m. This is adding to calls for<br />
<strong>the</strong> government to take action.<br />
Please prepare a short media briefing outlining what actions <strong>the</strong> government will take to enable<br />
burials to take place at <strong>the</strong> earliest, <strong>and</strong> in <strong>the</strong> meantime what families can do to prevent any<br />
health hazards caused by dead bodies. Submit it to <strong>the</strong> <strong>Simulation</strong> Administraton Center within<br />
<strong>the</strong> next 30 minutes.<br />

Reports indicate that fires have broken out in some areas of <strong>the</strong> city. These appear to have<br />
been caused by gas leaks <strong>and</strong> in some situations, by people taking fuel from damaged petrol<br />
stations. There are also reports that some electricity supplies were not completely cut <strong>and</strong> that<br />
this has caused some to <strong>the</strong> damaged structures to become live.<br />
Several people have already fallen victim in sou<strong>the</strong>rn residential areas.<br />
What action needs to be taken immediately?<br />
