KEY POINTS<br />

• Entire villages <strong>and</strong> neighbourhoods are isolated <strong>and</strong> hardly accessible<br />

• Large numbers of people have moved away from flooded areas.<br />

• Several important public centres <strong>and</strong> facilities have been hit by floods<br />

• There are many injured peoples <strong>and</strong> corpses that have been spotted floating or lying along<br />

<strong>the</strong> Msimbazi river banks.<br />

• Communication networks (phone, mobile) have been severely disrupted.<br />

• Public buildings spared from floods are being used as shelter by a large number of affected<br />

people.<br />

• Meteorological outlook remains uncertain but <strong>the</strong>re are concerns that heavy rain may<br />

continue for several more days.<br />

• One can fear looting of food stores <strong>and</strong> storage facilities in some areas<br />

ACTIONS ALREADY INITIATED BY THE HUMANITARIAN COMMUNITY<br />

The humanitarian community, led by <strong>the</strong> UN Resident Coordinator has convened all Heads of<br />

Agencies <strong>and</strong> <strong>the</strong> Emergency Coordination Group (ECG) 3 days ago as a result of alarming<br />

reports. It was decided to dispatch urgently a joint team including UN staff <strong>and</strong> NGO’s to assess<br />

urgent needs.<br />

The team has split into 3 groups:<br />

• Kinondoni/ Hanna Nassif<br />

• Magomeni<br />

• Mzimuni<br />

The team returned yesterday after a 2 day visit to <strong>the</strong> affected areas. The team’s conclusions<br />

are expected in a few minutes <strong>and</strong> will be reported directly to <strong>the</strong> government at a joint meeting.<br />

“In view of <strong>the</strong> unfolding humanitarian disaster in greater Dar es Salaam, I appoint a<br />

Humanitarian Coordinator for Tanzania, in charge of supporting <strong>the</strong> Government’s<br />

emergency response. All agencies <strong>and</strong> organisations are requested to provide <strong>the</strong>ir full<br />

cooperation to him/her in this capacity.”<br />

There are reports of <strong>the</strong> first looting incidents <strong>and</strong> one woman killed when defending her house<br />

in Kinondoni Shamba. Neighbours confirmed that her 6 children have witnessed <strong>the</strong> murder.<br />

She was divorced <strong>and</strong> we do not know where <strong>the</strong> fa<strong>the</strong>r is.<br />
