generalisation of lessons learned, <strong>and</strong> some thinking about how <strong>the</strong> lessons<br />

learned from <strong>the</strong> exercise might be applied in one’s actual working life. These<br />

aspects of learning require a well-planned, facilitated debriefing of <strong>the</strong> simulation<br />

exercise.<br />

A general rule: plan to spend about as much time debriefing/analysing <strong>the</strong> simulation<br />

as you spent in <strong>the</strong> actual exercise – if not more! That is, if you have<br />

run <strong>the</strong> full, daylong <strong>GES</strong> exercise, you should plan a full day of debriefing <strong>and</strong><br />

analysis.<br />

WORKSHOP PARTICIPANTS<br />

The workshop participants should generally include <strong>the</strong> top three or four senior<br />

representatives of bodies sitting on emergency management forums or coordination<br />

councils (e.g. representatives, deputy representatives, senior programme<br />

officers, <strong>and</strong> chairs of national bodies).<br />

No external participants should be present at <strong>the</strong> debriefing as participants<br />

may become inhibited from criticizing <strong>the</strong>ir own efforts or analysing problems<br />

openly when externals groups are present <strong>and</strong> <strong>the</strong>y feel a risk of embarrassing<br />

<strong>the</strong>mselves or <strong>the</strong>ir organisations. If external participants did take part in <strong>the</strong><br />

simulation, <strong>the</strong>ir feedback should be obtained by e-mail or telephone immediately<br />

after <strong>the</strong> exercise for use in <strong>the</strong> debriefing session. This is a judgement call<br />

by <strong>the</strong> lead facilitator <strong>and</strong> should be made with senior representatives.<br />

FACILITATE<br />

Your team may have to adapt <strong>the</strong> agenda as well as a result of issues or challenges<br />

that arose during <strong>the</strong> exercise <strong>and</strong> appear to provide key learning opportunities.<br />

These will clearly be “last-minute” adaptations <strong>and</strong> must be worked<br />

into <strong>the</strong> agenda <strong>the</strong> evening before <strong>the</strong> debriefing workshop.<br />

However your team divides up workshop session facilitation responsibilities,<br />

be sure to review <strong>the</strong> adaptations to each session as a group to obtain consensus<br />

on <strong>the</strong>ir inclusion <strong>and</strong> ensure all issues of importance are incorporated.<br />

DEBRIEFING WORKSHOP<br />

SESSIONS<br />

It is assumed that those facilitation team members who will be running sessions<br />

have prior experience in facilitating groups <strong>and</strong> underst<strong>and</strong> adult learning<br />

principles. These team members should take time <strong>the</strong> evening before <strong>the</strong><br />

debriefing workshop to review <strong>the</strong> detailed session guides that apply to <strong>the</strong>ir<br />

sessions (Annexes C.02.01. – C.02.06) to familiarize <strong>the</strong>mselves with <strong>the</strong> objectives<br />

<strong>and</strong> action plans of those sessions, <strong>and</strong> to adapt, as needed, <strong>the</strong>ir session<br />

plans to take into account particular findings or lessons from <strong>the</strong> <strong>GES</strong> exercise.<br />

Refer to Annex C.02.01. through C.02.06. on Pages 93 - 110 to review <strong>the</strong><br />

debriefing workshop session guides.<br />

used as is if deemed appropriate, or adapted to ensure that <strong>the</strong> sessions focus on<br />

<strong>the</strong> specific <strong>GES</strong> objectives of your event.
