v) OFI-05: The information provided in the Report is insufficient to allow a reader to fully identify all the changes<br />
in the Canadian locomotive fleet.<br />
Audit Recommendation: The RAC should consider including additional information in the Report, for example:<br />
(i) list <strong>of</strong> new locomotives acquired in the year by model; (ii) list <strong>of</strong> high-horsepower units re-manufactured in<br />
the year by model; and (iii) list <strong>of</strong> medium-horsepower units permanently retired in the year by model and year<br />
<strong>of</strong> original manufacture.<br />
vi) OFI-06: The LEM Report (2007) is published on the RAC and Transport Canada websites but is not presently<br />
published on the Environment Canada website.<br />
Audit Recommendation: Environment Canada should consider publishing the LEM Report (2007) to their website.<br />
Subsequent to the interview, AMEC was advised that the federal Government policy is to post electronic copies<br />
<strong>of</strong> the LEM Report to a single location (Transport Canada’s website).<br />

Audit Conclusion<br />
The audit concluded that the following data and information included in the 2007 Report met an acceptable<br />
materiality level:<br />
• Retire 1973-1999 era Medium–horsepower Units for Class I Mainline Freight (Table on page i and page 35 <strong>of</strong><br />
the Report);<br />
• 2007 GHG emissions intensity data (Table 10 on page 19 <strong>of</strong> the Report); and<br />
• 2007 Canadian Rail Operations Fuel Consumption (Table 2 on page 8 <strong>of</strong> Report) and 2007 CAC <strong>Emissions</strong> (Table 11<br />
on page 22 <strong>of</strong> the Report).<br />
The audit found the following values in the 2007 Report did not meet an acceptable materiality level and were<br />
materially misstated:<br />
• New EPA Tier 2 <strong>Locomotive</strong>s Acquired for Class I Mainline Freight in 2007;<br />
• High-horsepower Units Upgraded to EPA Tier 0 in 2007; and<br />
• Medium-horsepower Units Upgraded to EPA Tier 0 in 2007.<br />
Although the values identified above were found to be materially misstated, the calculated locomotive CAC and GHG<br />
emissions in the Report were not materially impacted by the differences in the locomotive inventory identified by<br />
the audit.<br />
1.5<br />
Corrective Actions Undertaken<br />
The audit recommendations that pertain to data collection have been incorporated into the development the 2008<br />
LEM report. In addition, based on the revised Tier-level locomotive numbers identified by the Audit, the emissions<br />
for 2007 have been re-calculated and appear in this 2008 LEM report. The revisions reflect:<br />
• the reported number <strong>of</strong> EPA Tier 2 locomotives for the year 2007 has been revised from 85 to 105.<br />
• the reported number <strong>of</strong> high-horsepower locomotives upgraded to Tier 0 for the year 2007 has been revised from<br />
92 to 6.<br />
• the reported number <strong>of</strong> medium-horsepower locomotives upgraded to Tier 0 for the year 2007 was revised from<br />
10 to 7.<br />
Recommendations <strong>of</strong> a post-production nature will be implemented on an on-going basis.<br />
Appendix G contains the RAC’s Management Plan which identifies the actions that have been undertaken and those<br />
that will be undertaken in implementing the recommendations from the Audit <strong>of</strong> the 2007 LEM report.<br />
