Recommendation:<br />

RAC to interpolate the emissions inventory based on locomotive fleet. Applying the emissions factors on a locomotive<br />

inventory taken in July or using interpolation to evaluate mean emissions factors for the complete year would<br />

provide more accurate evaluations <strong>of</strong> the CACs.<br />

Management Plan:<br />

The RAC has undertaken the following action:<br />

• The LEM Technical Review Committee (TRC) has discussed the timing <strong>of</strong> the collection <strong>of</strong> the locomotive inventory<br />

at great length and on numerous occasions. A decision was made by the TRC that the locomotive inventory, for<br />

LEM reporting, would be the locomotive inventory as <strong>of</strong> December 31 st <strong>of</strong> each year. It is the opinion <strong>of</strong> the RAC<br />

and the TRC that moving the date <strong>of</strong> the inventory, to July for example, would not resolve the issue raised is<br />

audit fining OFI-04.<br />

Recommendations:<br />

RAC should consider including additional information in the Report, for example: (i) list <strong>of</strong> new locomotives acquired<br />

in the year by model; (ii) list <strong>of</strong> high-horsepower units re-manufactured in the year by model; and (iii) list <strong>of</strong><br />

medium-horsepower units permanently retired in the year by model and year <strong>of</strong> original manufacture.<br />

Management Plan:<br />

RAC will take the following actions:<br />

• The RAC supports this recommendation and will make a recommendation to the LEM Management Committee and<br />

the LEM Technical Review Committee to consider including additional information in the Report, for example:<br />

(i) list <strong>of</strong> new locomotives acquired in the year by model; (ii) list <strong>of</strong> high-horsepower units re-manufactured in<br />

the year by model; and (iii) list <strong>of</strong> medium-horsepower units permanently retired in the year by model and year<br />

<strong>of</strong> original manufacture.<br />

Recommendation:<br />

Environment Canada should consider publishing LEM Report (2007) to their website. Subsequent to the interview,<br />

AMEC was advised that the federal Government prefers posting electronic copies <strong>of</strong> the LEM Report to a single<br />

location (TC’s website). A hyperlink has been added to EC’s website directing interested parties to TC’s website.<br />

Management Plan:<br />

The following action has been taken:<br />

• A URL has been provided on Environment Canada’s website to the LEM reports which are posted on Transport<br />

Canada’s website.<br />
