Management Plan:<br />
The RAC has taken the following actions:<br />
• For the collection <strong>of</strong> the 2008 <strong>Railway</strong> Trends data and data for the 2008 LEM report, the RAC took over the data<br />
collection process, previously solely contracted to Bob McCabe. In 2009, the RAC hired a full-time staff member<br />
whose primary responsibility is the collection and compilation <strong>of</strong> <strong>Railway</strong> Trends data and to organize data for<br />
LEM reporting.<br />
• For the collection <strong>of</strong> the 2008 data, the RAC will strengthen communication <strong>of</strong> expected timelines to RAC<br />
members, prior to sending out the 2008 <strong>Railway</strong> Trends survey.<br />
The RAC will take the following action:<br />
• Where feasible request data, for LEM reporting, prior to sending out the full RAC Trends Survey in order to give the<br />
consultants, who prepare the LEM report, additional time to review, analyze, and organize the data.<br />
• The RAC does not agree with the recommendation that data received after the cut-<strong>of</strong>f date should be omitted<br />
from the LEM report. Efforts should be made, when feasible, to accommodate the inclusion <strong>of</strong> late data in order<br />
to improve overall LEM reporting. However, efforts have and will be made to encourage RAC members to submit<br />
data within the state deadline.<br />

Recommendation:<br />
RAC should consider <strong>of</strong>fering training to the survey respondents on: (i) the importance <strong>of</strong> data; (ii) the timeliness<br />
<strong>of</strong> their responses; and (iii) filling out the LEM portion <strong>of</strong> the RAC <strong>Railway</strong> Trends survey, stressing the importance<br />
<strong>of</strong> data accuracy and completeness.<br />
Management Response:<br />
The RAC has taken the following action:<br />
• For the collection <strong>of</strong> the 2008 LEM data, the RAC improved communications with RAC member railways in terms<br />
<strong>of</strong> importance <strong>of</strong> data accuracy and completeness<br />

• The RAC will consider <strong>of</strong>fering training to the survey respondents on: ) the importance <strong>of</strong> data; (ii) the timeliness<br />

Recommendation:<br />
RAC to provide contact information within the LEM Report to allow interested parties to make enquiries and to<br />
provide feedback. For example, some sections <strong>of</strong> the LEM Report may not be perceived as useful and could be<br />
eliminated. Conversely, RAC members may require additional information that is not presently included in the annual<br />
LEM Report.<br />
Management Plan:<br />
The RAC will take the following action:<br />
• In an effort to improve feedback from the public on LEM reports, a RAC contact will be listed in the LEM reports<br />
in order to receive comments.<br />
