HR policy<br />

Our human resources policy can be briefly summarised<br />

as follows: “We have come to terms with<br />

change and adapted to it, which is why we are always<br />

ready to start fresh and share our knowledge and experience<br />

as this enables us to strengthen our advantages<br />

even further.”<br />

One of the sources of our advantage is also the creation<br />

and provision of conditions and environment<br />

which help our employees achieve their personal<br />

ambitions, and we also encourage taking reasonable<br />

risks, which is a precondition for further development<br />

and build up of strength in uncertain situations as well<br />

as for achieving the strategic goals of the <strong>HSE</strong> Group.<br />

Systematic human resources management and an<br />

orientation towards training and motivation ensure<br />

the satisfaction of employees, their confidence and<br />

commitment, and their loyalty to the Group, which in<br />

turn ensures our future development and success.<br />

We need individuals who are willing to fully commit<br />

to achieving noticeable and measurable operating<br />

results and who are dedicated to implementing business<br />

visions and strategies. We are aware that strategies<br />

alone do not lead to success. Success is achieved<br />

by people and the values guiding them.<br />

The key elements of our human resources management<br />

strategy remain as follows:<br />

• to support business and strategic goals of the Group,<br />

• to employ highly qualified staff and improve the educational<br />

structure,<br />

• to maintain an optimal number of employees,<br />

• to invest in the development of knowledge and competences<br />

of employees, focusing on the development<br />

of own knowledge and training of team leaders,<br />

• to set up a flexible remuneration and promotion system,<br />

• to invest in high-quality and healthy working environment<br />

and to continue a programme for the protection<br />

and strengthening of health in the working<br />

and living environments.<br />

3.1.1 Employees in the<br />

controlling company<br />

The leading position of the <strong>HSE</strong> Group in the Slovene<br />

energy system, which also means being the main<br />

promoter of secure and reliable electricity supply in<br />

Slovenia, makes us a very attractive employer: job<br />

applications are received both from applicants with<br />

established careers as well as those at the beginning<br />

of their careers. The recruitment policy is based on a<br />

combination of:<br />

• recruitment from within the <strong>HSE</strong> Group or the internal<br />

labour market, which offers highly qualified<br />

experts of various profiles and with a wide range of<br />

general and specific competences; for staff being<br />

transferred to the parent company, such recruitment<br />

represents promotion, career prospects and a<br />

reward for successful performance;<br />

• the external labour market, by means of which an<br />

inflow of fresh ideas, energy, different views and experience<br />

is ensured.<br />

As regards executives and experts, the policy of training<br />

own staff prevailed.<br />

All of the above is also reflected in recruitment. In<br />

the period from January to December 2008, the number<br />

of employees increased by three compared with<br />

31/12/2007. The company thus had 112 employees as<br />

at 31/12/2008.<br />

The actual number of employees is by 7% or 8 employees<br />

short of the number envisaged in the 2008 business<br />

plan, in particular due to the following reasons:<br />

• three employees left the company;<br />

• a call for applications was published in the last<br />

quarter of 2008 but the selection process was not<br />

completed before the beginning of 2009;<br />

• employment of a scholarship recipient in January<br />

2009;<br />

• due to changed conditions, some of the calls for applications<br />

to fill positions in administration support,<br />

internal audit, marketing and sales, and production,<br />

and to hire an intern were not carried out.<br />

The recruitment dynamics was spread evenly between<br />

both halves of the year, with three workers being employed<br />

in each half.<br />
