(8) Provide, as requested, supporting joint operation and exercise plans with<br />
necessary <strong>for</strong>ce data to support missions that may be assigned by <strong>the</strong> CCDR.<br />
d. Service component commanders or o<strong>the</strong>r Service <strong>for</strong>ce commanders assigned to a<br />
CCDR are responsible through <strong>the</strong> chain <strong>of</strong> command, extending to <strong>the</strong> Service Chief, <strong>for</strong> <strong>the</strong><br />
following:<br />
(1) Internal administration and discipline.<br />
(2) Training in joint doctrine and <strong>the</strong>ir own Service doctrine, tactics, techniques,<br />
and procedures.<br />
(3) Logistic functions normal to <strong>the</strong> command, except as o<strong>the</strong>rwise directed by<br />
higher authority.<br />
e. Communication with a Service Chief. Unless o<strong>the</strong>rwise directed by <strong>the</strong> CCDR, <strong>the</strong><br />
Service component commander will communicate through <strong>the</strong> CCMD on those matters over<br />
which <strong>the</strong> CCDR exercises COCOM. On Service-specific matters such as personnel,<br />
administration, and unit training, <strong>the</strong> Service component commander will normally<br />
communicate directly with <strong>the</strong> Service Chief, in<strong>for</strong>ming <strong>the</strong> CCDR as <strong>the</strong> CCDR directs.<br />
f. Logistic Authority. The operating details <strong>of</strong> any Service logistic support system will<br />
be retained and exercised by <strong>the</strong> Service component commanders in accordance with<br />
instructions <strong>of</strong> <strong>the</strong>ir Military Departments, subject to <strong>the</strong> directive authority <strong>of</strong> <strong>the</strong> CCDR.<br />
Joint <strong>for</strong>ce transportation policies will comply with <strong>the</strong> guidelines established in <strong>the</strong> <strong>Defense</strong><br />
Transportation System.<br />
9. Functional Component Commands<br />
a. JFCs have <strong>the</strong> authority to establish functional component commands to control<br />
military operations. JFCs may decide to establish a functional component command to<br />
integrate planning; reduce <strong>the</strong>ir span <strong>of</strong> control; and/or significantly improve combat<br />
efficiency, in<strong>for</strong>mation flow, unity <strong>of</strong> ef<strong>for</strong>t, weapon systems management, component<br />
interaction, or control over <strong>the</strong> scheme <strong>of</strong> maneuver.<br />
b. Functional component commanders have authority over <strong>for</strong>ces or military capability<br />
made available to <strong>the</strong>m as delegated by <strong>the</strong> establishing JFC. Functional component<br />
commands may be established to per<strong>for</strong>m operational missions that may be <strong>of</strong> short or<br />
extended duration. JFCs may elect to centralize selected functions within <strong>the</strong> joint <strong>for</strong>ce, but<br />
should strive to avoid reducing <strong>the</strong> versatility, responsiveness, and initiative <strong>of</strong> subordinate<br />
<strong>for</strong>ces. (Note: Functional component commanders are component commanders <strong>of</strong> a joint<br />
<strong>for</strong>ce and do not constitute a “joint <strong>for</strong>ce command” with <strong>the</strong> authorities and responsibilities<br />
<strong>of</strong> a JFC as described in this document, even when composed <strong>of</strong> <strong>for</strong>ces from two or more<br />
Military Departments.)<br />
c. The JFC establishing a functional component command has <strong>the</strong> authority to designate<br />
its commander. Normally, <strong>the</strong> Service component commander with <strong>the</strong> preponderance <strong>of</strong><br />
<strong>for</strong>ces to be tasked and <strong>the</strong> ability to C2 those <strong>for</strong>ces will be designated as <strong>the</strong> functional<br />
IV-17
