(e) Functional NSC/IPCs. NSC/IPCs, each chaired at <strong>the</strong> Under or Assistant<br />
Secretary level within <strong>the</strong> agency indicated, have been established <strong>for</strong> 15 various functional<br />
topics. Some <strong>of</strong> <strong>the</strong>m include: democracy, human rights, and international operations;<br />
counterterrorism and national preparedness; defense strategy, <strong>for</strong>ce structure, and planning<br />
(DOD); arms control; proliferation, counterproliferation, and HD; intelligence and<br />
counterintelligence; international organized crime; contingency planning; space; and<br />
international drug control.<br />
(4) While <strong>the</strong> NSC serves as <strong>the</strong> principal <strong>for</strong>um <strong>for</strong> considering national security<br />
policy issues requiring Presidential determination, <strong>the</strong> HSC provides a parallel <strong>for</strong>um <strong>for</strong><br />
considering unique HS matters, especially those concerning terrorism within <strong>the</strong> US.<br />

(5) Homeland Security Council. The HSC is responsible <strong>for</strong> advising and<br />
assisting <strong>the</strong> President with respect to all aspects <strong>of</strong> HS, and serves as <strong>the</strong> mechanism <strong>for</strong><br />
ensuring coordination <strong>of</strong> HS-related activities <strong>of</strong> executive departments and agencies and<br />
effective development and implementation <strong>of</strong> HS policies. O<strong>the</strong>r subcommittees <strong>of</strong> <strong>the</strong> HSC<br />
include:<br />
(a) HSC Principals Committee. The HSC/PC is <strong>the</strong> senior (cabinet-level)<br />
interagency <strong>for</strong>um <strong>for</strong> HS issues.<br />
(b) HSC Deputies Committee. The HSC/DC is <strong>the</strong> senior subcabinet<br />
interagency <strong>for</strong>um <strong>for</strong> consideration <strong>of</strong> policy issues affecting HS. The HSC/DC tasks and<br />
reviews <strong>the</strong> work <strong>of</strong> <strong>the</strong> HSC interagency groups and helps ensure that issues brought be<strong>for</strong>e<br />
<strong>the</strong> HSC/PC or HSC have been properly analyzed and prepared <strong>for</strong> action.<br />
(c) HSC Interagency Policy Committees. The main <strong>for</strong>um <strong>for</strong> interagency<br />
coordination <strong>of</strong> HS policy, HSC-IPCs coordinate <strong>the</strong> development and implementation <strong>of</strong> HS<br />
policies by multiple departments and agencies throughout <strong>the</strong> USG and coordinate those<br />
policies with state and local government. HSC-IPCs provide policy analysis <strong>for</strong><br />
consideration by <strong>the</strong> more senior committees <strong>of</strong> <strong>the</strong> HSC system and ensure timely responses<br />
to Presidential decisions. There are 11 HSC-IPCs established <strong>for</strong> functional areas such as:<br />
detection, surveillance, and intelligence (intelligence and detection); plans, training,<br />
exercises, and evaluation (policy and plans); WMD consequence management (response and<br />
recovery); key asset, territorial waters and airspace, and security (protection and prevention);<br />
and domestic threat response and incident management (response and recovery).<br />
