unclear command relationships or organization are counterproductive to developing synergy<br />
among MNFs.<br />
(1) The composition <strong>of</strong> <strong>the</strong> JFC’s staff will reflect <strong>the</strong> composition <strong>of</strong> <strong>the</strong> joint <strong>for</strong>ce<br />
to ensure that those responsible <strong>for</strong> employing joint <strong>for</strong>ces have a thorough knowledge <strong>of</strong> <strong>the</strong><br />
capabilities and limitations <strong>of</strong> assigned or attached <strong>for</strong>ces.<br />
(2) All joint <strong>for</strong>ces include Service components, because administrative and logistic<br />
support <strong>for</strong> joint <strong>for</strong>ces are provided through Service components. Service <strong>for</strong>ces may be<br />
assigned or attached to subordinate joint <strong>for</strong>ces without <strong>the</strong> <strong>for</strong>mal creation <strong>of</strong> a respective<br />
Service component command <strong>of</strong> that joint <strong>for</strong>ce. In <strong>the</strong> absence <strong>of</strong> a <strong>for</strong>mally designated<br />
Service component commander, <strong>the</strong> senior Service commander assigned or attached to <strong>the</strong><br />
