Authority to Establish. In accordance with <strong>the</strong> National<br />

Security Act <strong>of</strong> 1947 and Title 10, USC, and as described<br />

in <strong>the</strong> UCP, CCMDs are established by <strong>the</strong> President,<br />

through SecDef, with <strong>the</strong> advice and assistance <strong>of</strong> <strong>the</strong><br />

CJCS. Commanders <strong>of</strong> unified combatant commands<br />

may establish subordinate unified commands when so<br />

authorized by SecDef through <strong>the</strong> CJCS. Joint task<br />

<strong>for</strong>ces (JTFs) can be established by SecDef, a CCDR,<br />

subordinate unified commander, or an existing JTF<br />

commander.<br />

A unified combatant command is a command with<br />

broad continuing missions under a single commander<br />

and composed <strong>of</strong> significant assigned components <strong>of</strong> two<br />

or more Military Departments that is established and so<br />

designated by <strong>the</strong> President through SecDef and with <strong>the</strong><br />

advice and assistance <strong>of</strong> <strong>the</strong> CJCS.<br />

A specified CCMD is a command that has broad continuing<br />

missions and is established by <strong>the</strong> President, through<br />

SecDef, with <strong>the</strong> advice and assistance <strong>of</strong> <strong>the</strong> CJCS.<br />

When authorized by SecDef through <strong>the</strong> CJCS,<br />

commanders <strong>of</strong> unified CCMDs may establish<br />

subordinate unified commands (also called subunified<br />

commands) to conduct operations on a continuing basis<br />

in accordance with <strong>the</strong> criteria set <strong>for</strong>th <strong>for</strong> unified<br />

CCMDs.<br />
