Joint <strong>for</strong>ce development entails <strong>the</strong> purposeful<br />
preparation <strong>of</strong> individual members <strong>of</strong> <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong><br />
(and <strong>the</strong> units that <strong>the</strong>y comprise) to present a <strong>for</strong>ce<br />
capable <strong>of</strong> executing assigned missions. It includes joint<br />
doctrine, joint education, joint training, joint lessons<br />
learned, and joint concept development and assessment.<br />
Joint <strong>for</strong>ce development involves synergistic execution <strong>of</strong><br />
<strong>the</strong> legislated authorities <strong>of</strong> <strong>the</strong> CJCS, <strong>the</strong> Service Chiefs,<br />
and o<strong>the</strong>rs (such as CDRUSSOCOM). US law (Title 10,<br />
USC, Section 153) gives <strong>the</strong> CJCS authority regarding<br />
joint <strong>for</strong>ce development, specifically providing authority<br />
to develop doctrine <strong>for</strong> <strong>the</strong> joint employment <strong>of</strong> <strong>the</strong><br />
<strong>Armed</strong> <strong>Forces</strong>, and to <strong>for</strong>mulate policies <strong>for</strong> <strong>the</strong> joint<br />
training <strong>of</strong> <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong> to include polices <strong>for</strong> <strong>the</strong><br />
military education and training <strong>of</strong> members <strong>of</strong> <strong>the</strong> <strong>Armed</strong><br />
<strong>Forces</strong>.<br />
Joint <strong>for</strong>ce development is a knowledge-based<br />
enterprise. A discussion <strong>of</strong> each <strong>of</strong> <strong>the</strong> <strong>for</strong>ce<br />
development subordinate processes follows.<br />
Joint doctrine consists <strong>of</strong> <strong>the</strong> fundamental principles that<br />
guide <strong>the</strong> employment <strong>of</strong> US military <strong>for</strong>ces in<br />
coordinated action toward a common objective. It<br />
provides <strong>the</strong> authoritative guidance from which joint<br />
operations are planned and executed.<br />
