d. Execution <strong>of</strong> Punishment. Execution <strong>of</strong> any punishment adjudged or imposed<br />
within any Service may be carried out by ano<strong>the</strong>r Service under regulations provided by <strong>the</strong><br />
Secretaries <strong>of</strong> <strong>the</strong> Military Departments.<br />
SECTION D. PERSONNEL SERVICE SUPPORT AND ADMINISTRATION<br />
15. Morale, Welfare, and Recreation<br />
In a joint <strong>for</strong>ce, <strong>the</strong> morale and welfare <strong>of</strong> each Service member is <strong>the</strong> responsibility <strong>of</strong><br />
<strong>the</strong> Service component commander. The JFC coordinates morale, welfare, and recreation<br />
(MWR) programs within <strong>the</strong> operational area. MWR facilities may be operated ei<strong>the</strong>r by a<br />
single Service or jointly as directed by <strong>the</strong> CCDR in whose AOR <strong>the</strong> facility is located.<br />
Facilities operated by one Service should be made available to personnel <strong>of</strong> o<strong>the</strong>r Services to<br />
<strong>the</strong> extent practicable. Facilities that are jointly operated should be available equitably to all<br />
Services.<br />

16. Awards and Decorations<br />
Recommendations <strong>for</strong> decorations and medals will be made by <strong>the</strong> JFC in accordance<br />
with Service regulations or as prescribed by DOD 1348.33, Manual <strong>of</strong> Military Decorations<br />
and Awards, Volumes I and II, as applicable. Recommendations <strong>for</strong> joint awards will be<br />
processed through joint channels. Concurrence <strong>of</strong> <strong>the</strong> CJCS is required prior to initiating a<br />
request <strong>for</strong> a joint award <strong>for</strong> a CCDR. When a member <strong>of</strong> a joint staff is recommended <strong>for</strong> a<br />
Service award, <strong>the</strong> JFC will process <strong>the</strong> recommendation through Service channels. Forward<br />
<strong>of</strong>fers <strong>of</strong> personal <strong>for</strong>eign decorations through <strong>the</strong> CCDR to <strong>the</strong> Secretary <strong>of</strong> <strong>the</strong> appropriate<br />
Military Department. Forward <strong>of</strong>fers <strong>of</strong> <strong>for</strong>eign unit, Service, or campaign medals through<br />
<strong>the</strong> CCDR to <strong>the</strong> CJCS.<br />
17. Efficiency, Fitness, and Per<strong>for</strong>mance Reports<br />
The immediate superior <strong>of</strong> an <strong>of</strong>ficer or enlisted Service member in a joint organization<br />
is responsible <strong>for</strong> preparing an efficiency, fitness, or per<strong>for</strong>mance report in accordance with<br />
<strong>the</strong> guidance (and on <strong>the</strong> prescribed <strong>for</strong>m) <strong>of</strong> <strong>the</strong> rated member’s Service. Completed reports<br />
will be <strong>for</strong>warded to <strong>the</strong> reported Service member’s Service <strong>for</strong> filing. A copy <strong>of</strong> <strong>the</strong> signed<br />
report will be provided to <strong>the</strong> Service member, and a copy will be maintained by <strong>the</strong> senior<br />
rater in accordance with Service guidance. Letter reports prepared by CCDRs <strong>for</strong> component<br />
commanders will be <strong>for</strong>warded through <strong>the</strong> CJCS to <strong>the</strong> reported <strong>of</strong>ficer’s Service.<br />

18. Total Force Fitness<br />
a. The most valuable resource in our military—individual Service members—are<br />
continually confronted with considerable, sustained, and diverse stressors that not only<br />
impact <strong>the</strong>ir health and well-being, but impact <strong>the</strong> health and well-being <strong>of</strong> <strong>the</strong>ir family and<br />
