supplying SOF is generally limited to SO-peculiar equipment, materiel, supplies, and<br />
services.<br />
(2) Develop strategy, doctrine, and tactics, techniques, and procedures <strong>for</strong> <strong>the</strong><br />
conduct <strong>of</strong> SO, to include military in<strong>for</strong>mation support operations (MISO) and CA <strong>for</strong>ces.<br />
(Note: Joint doctrine is developed under <strong>the</strong> procedures approved by <strong>the</strong> CJCS.)<br />
(3) Prepare and submit to SecDef program recommendations and budget proposals<br />
<strong>for</strong> SOF and o<strong>the</strong>r <strong>for</strong>ces assigned to USSOCOM.<br />

11. General<br />
SECTION D. COMBATANT COMMANDERS<br />
a. GCCs are assigned a geographic AOR by <strong>the</strong> President with <strong>the</strong> advice <strong>of</strong> SecDef as<br />
specified in <strong>the</strong> UCP. Geographic AORs provide a basis <strong>for</strong> coordination by CCDRs. GCCs<br />
are responsible <strong>for</strong> <strong>the</strong> missions in <strong>the</strong>ir AOR, unless o<strong>the</strong>rwise directed.<br />
b. FCCs have transregional responsibilities and are normally supporting CCDRs to <strong>the</strong><br />
GCC’s activities in <strong>the</strong>ir AOR. FCCs may conduct operations as directed by <strong>the</strong> President or<br />
SecDef, in coordination with <strong>the</strong> GCC in whose AOR <strong>the</strong> operation will be conducted. The<br />
FCC may be designated by SecDef as <strong>the</strong> supported CCDR <strong>for</strong> an operation. The<br />
implementing order directing an FCC to conduct operations within a GCC’s AOR will<br />
specify <strong>the</strong> CCDR responsible <strong>for</strong> mission planning and execution and appropriate command<br />
relationships.<br />
c. Unless o<strong>the</strong>rwise directed by <strong>the</strong> President or SecDef, <strong>the</strong> authority, direction, and<br />
control <strong>of</strong> <strong>the</strong> commander <strong>of</strong> a CCMD, with respect to <strong>the</strong> commands and <strong>the</strong> <strong>for</strong>ces assigned<br />
to that command, are specified by law in Title 10, USC, Section 164. If a CCDR at any time<br />
considers <strong>the</strong> authority, direction, or control with respect to any <strong>of</strong> <strong>the</strong> commands or <strong>for</strong>ces<br />
assigned to <strong>the</strong> CCDRs command to be insufficient to command effectively, <strong>the</strong> CCDR will<br />
promptly in<strong>for</strong>m SecDef through <strong>the</strong> CJCS.<br />
d. Global Synchronizer. SecDef or Deputy Secretary <strong>of</strong> <strong>Defense</strong> may assign a CCDR<br />
global synchronizer responsibilities. A global synchronizer is <strong>the</strong> CCDR responsible <strong>for</strong> <strong>the</strong><br />
alignment <strong>of</strong> specified planning and related activities <strong>of</strong> o<strong>the</strong>r CCMDs, Services, DOD<br />
agencies and activities, and as directed, appropriate USG departments and agencies within an<br />
established, common framework to facilitate coordinated and decentralized execution across<br />
geographic and o<strong>the</strong>r boundaries. The global synchronizer’s role is to align and harmonize<br />
plans and recommend sequencing <strong>of</strong> actions to achieve <strong>the</strong> strategic end states and objectives<br />
<strong>of</strong> a GCP.<br />
e. The authority that CCDRs and Service Secretaries (when operating as <strong>for</strong>ce providers<br />
as designated by SecDef) may exercise over assigned RC <strong>for</strong>ces when not on active duty or<br />
when on active duty <strong>for</strong> training is known as training and readiness oversight (TRO). See<br />
Department <strong>of</strong> <strong>Defense</strong> Instruction (DODI) 1215.06, Uni<strong>for</strong>m Reserve, Training, and<br />
