CCMDs or Commander, <strong>United</strong> <strong>States</strong> Element, North<br />

American Aerospace <strong>Defense</strong> Command, or designated as<br />

Service retained by SecDef in <strong>the</strong> GFMIG. A <strong>for</strong>ce<br />

assigned or attached to a CCMD, or Service retained by a<br />

Service Secretary, may be transferred from that command<br />

to ano<strong>the</strong>r CCDR only when directed by SecDef and<br />

under procedures prescribed by SecDef and approved by<br />

<strong>the</strong> President.<br />

ADCON is <strong>the</strong> direction or exercise <strong>of</strong> authority over<br />

subordinate or o<strong>the</strong>r organizations with respect to<br />

administration and support, including organization <strong>of</strong><br />

Service <strong>for</strong>ces, control <strong>of</strong> resources and equipment,<br />

personnel management, logistics, individual and unit<br />

training, readiness, mobilization, demobilization,<br />

discipline, and o<strong>the</strong>r matters not included in <strong>the</strong><br />

operational missions <strong>of</strong> <strong>the</strong> subordinate or o<strong>the</strong>r<br />

organizations. Coordinating authority is <strong>the</strong> authority<br />

delegated to a commander or individual <strong>for</strong> coordinating<br />

specific functions and activities involving <strong>for</strong>ces <strong>of</strong> two<br />

or more Military Departments, two or more joint <strong>for</strong>ce<br />

components, or two or more <strong>for</strong>ces <strong>of</strong> <strong>the</strong> same Service<br />

(e.g., joint security coordinator exercises coordinating<br />

authority <strong>for</strong> joint security area operations among <strong>the</strong><br />

component commanders). Direct liaison authorized is<br />

that authority granted by a commander (any level) to a<br />

subordinate to directly consult or coordinate an action<br />

with a command or agency within or outside <strong>of</strong> <strong>the</strong><br />

granting command.<br />

When mobilized under Title 10, USC, authority,<br />

command <strong>of</strong> National Guard and Reserve <strong>for</strong>ces (except<br />

those <strong>for</strong>ces specifically exempted) is assigned by<br />

SecDef to <strong>the</strong> CCMDs. Those <strong>for</strong>ces are available <strong>for</strong><br />

operational missions when mobilized <strong>for</strong> specific periods<br />

in accordance with <strong>the</strong> law or when ordered to active<br />

duty and after being validated <strong>for</strong> employment by <strong>the</strong>ir<br />

parent Service. Normally, National Guard <strong>for</strong>ces are<br />

under <strong>the</strong> commands <strong>of</strong> <strong>the</strong>ir respective governors in<br />

Title 32, USC, or state active duty status.<br />

Command is <strong>the</strong> most important role undertaken by a<br />

JFC. C2 is <strong>the</strong> means by which a JFC synchronizes<br />

and/or integrates joint <strong>for</strong>ce activities. C2 ties toge<strong>the</strong>r<br />

all <strong>the</strong> operational functions and tasks and applies to all<br />

levels <strong>of</strong> war and echelons <strong>of</strong> command.<br />
