ESTABLISHING DIRECTIVE (SUPPORT RELATIONSHIP)<br />
CONSIDERATIONS<br />
The following in<strong>for</strong>mation is provided to assist CCDRs, subordinate JFCs, and o<strong>the</strong>r<br />
commanders with <strong>the</strong> authority to designate a support relationship between subordinate<br />
commanders and with considerations in developing an establishing directive to clarify that<br />
support relationship.<br />
2. Establishing Directive<br />
a. An establishing directive is essential to ensure unity <strong>of</strong> command. Normally, <strong>the</strong><br />
designated commander will develop a draft establishing directive during <strong>the</strong> planning phase<br />
to provide <strong>the</strong> specifics <strong>of</strong> <strong>the</strong> support relationship. The commander will submit <strong>the</strong> draft<br />
establishing directive to <strong>the</strong> establishing authority <strong>for</strong> consideration. The establishing<br />
directive is normally issued to specify <strong>the</strong> purpose <strong>of</strong> <strong>the</strong> support relationship, <strong>the</strong> effects<br />
desired, <strong>the</strong> objectives, and <strong>the</strong> scope <strong>of</strong> <strong>the</strong> action to be taken. It may also include but is not<br />
necessarily limited to <strong>the</strong> following:<br />
(1) Time, place, level, and duration <strong>of</strong> <strong>the</strong> supporting ef<strong>for</strong>t.<br />
(2) Relative priority <strong>of</strong> <strong>the</strong> supporting ef<strong>for</strong>t.<br />
(3) Authority, if any, <strong>of</strong> <strong>the</strong> supporting commanders to modify <strong>the</strong> supporting ef<strong>for</strong>t<br />
in <strong>the</strong> event <strong>of</strong> exceptional opportunity or an emergency.<br />

(4) Degree <strong>of</strong> authority granted to <strong>the</strong> supported commander over <strong>the</strong> supporting<br />
(5) Establishment <strong>of</strong> air, maritime, ground, and cyberspace maneuver control<br />
measures.<br />
(6) Development <strong>of</strong> joint TACAIR strike requests and air support requests.<br />
(7) Development <strong>of</strong> target nominations, establishment <strong>of</strong> fire support coordination<br />
measures, integration <strong>of</strong> air defense, and <strong>the</strong> role <strong>of</strong> coordination centers.<br />
(8) Development <strong>of</strong> <strong>the</strong> current enemy situation, joint intelligence preparation <strong>of</strong><br />
<strong>the</strong> operational environment to guide <strong>the</strong> joint operation planning process, intelligence<br />
collection plan, and ISR strategy.<br />
(9) Nonorganic logistic support.<br />
(10) Force protection responsibilities.<br />
