Chapter V<br />
(15) Coordinate with o<strong>the</strong>r CCDRs, USG departments and agencies, and<br />
organizations <strong>of</strong> o<strong>the</strong>r countries regarding matters that cross <strong>the</strong> boundaries <strong>of</strong> geographic<br />
areas specified in <strong>the</strong> UCP and in<strong>for</strong>m USG departments and agencies or organizations <strong>of</strong><br />
o<strong>the</strong>r countries in <strong>the</strong> AOR, as necessary, to prevent both duplication <strong>of</strong> ef<strong>for</strong>t and lack <strong>of</strong><br />
adequate control <strong>of</strong> operations in <strong>the</strong> delineated areas.<br />
(16) Unless o<strong>the</strong>rwise directed by SecDef, function as <strong>the</strong> US military single point<br />
<strong>of</strong> contact and exercise directive authority over all elements <strong>of</strong> <strong>the</strong> command in relationships<br />
with o<strong>the</strong>r CCMDs, DOD elements, US diplomatic missions, o<strong>the</strong>r USG departments and<br />
agencies, and organizations <strong>of</strong> o<strong>the</strong>r countries in <strong>the</strong> AOR. Whenever a CCDR conducts<br />
exercises, operations, or o<strong>the</strong>r activities with <strong>the</strong> military <strong>for</strong>ces <strong>of</strong> nations in ano<strong>the</strong>r<br />
CCDR’s AOR, those exercises, operations, and activities and <strong>the</strong>ir attendant command<br />
relationships will be mutually agreed to between <strong>the</strong> CCDRs.<br />
(17) Determine those matters relating to <strong>the</strong> exercise <strong>of</strong> COCOM in which<br />
subordinates must communicate with agencies external to <strong>the</strong> CCMD through <strong>the</strong> CCDR.<br />
(18) Establish personnel policies to ensure proper and uni<strong>for</strong>m standards <strong>of</strong> military<br />
conduct.<br />
(19) Submit recommendations through <strong>the</strong> CJCS to SecDef concerning <strong>the</strong> content<br />
<strong>of</strong> guidance affecting <strong>the</strong> strategy and/or fielding <strong>of</strong> joint <strong>for</strong>ces.<br />
(20) Participate in <strong>the</strong> planning, programming, budgeting, and execution process as<br />
specified in appropriate DOD issuances.<br />
(21) Participate in <strong>the</strong> JSPS and <strong>the</strong> APEX system. CCDRs’ comments are critical<br />
to ensuring that warfighting and peacetime operational concerns are emphasized in all<br />
planning documents.<br />
(22) Concur in <strong>the</strong> assignment (or recommendation <strong>for</strong> assignment) <strong>of</strong> <strong>of</strong>ficers as<br />
commanders directly subordinate to <strong>the</strong> CCDR and to positions on <strong>the</strong> CCMD staff.<br />
Suspend from duty and recommend reassignment, when appropriate, any subordinate <strong>of</strong>ficer<br />
assigned to <strong>the</strong> CCMD.<br />
(23) Convene general courts-martial in accordance with <strong>the</strong> UCMJ.<br />
(24) In accordance with laws and national and DOD policies, establish plans,<br />
policies, programs, priorities, and overall requirements <strong>for</strong> <strong>the</strong> C2, communications system,<br />
and ISR activities <strong>of</strong> <strong>the</strong> command.<br />
c. When directed in <strong>the</strong> UCP or o<strong>the</strong>rwise authorized by SecDef, <strong>the</strong> commander <strong>of</strong> US<br />
elements <strong>of</strong> a multinational command may exercise COCOM <strong>of</strong> those US <strong>for</strong>ces assigned to<br />
that command (e.g., <strong>United</strong> <strong>States</strong> Element, North American Aerospace <strong>Defense</strong> Command<br />
[USELEMNORAD]).<br />
d. Directive Authority <strong>for</strong> Logistics. CCDRs exercise directive authority <strong>for</strong> logistics<br />
and may delegate directive authority <strong>for</strong> a common support capability to a subordinate JFC<br />
