Foreword Sabrina P.Ramet The outbreak of war in Yugoslavia encouraged many persons who had been previously unfamiliar with that country or whose knowledge and understanding of that country’s culture and politics were at best superficial to offer their interpretations, in print, in the broadcast media, and on lecture circuits. In the process, certain myths having no basis in fact gained wide circulation, some of them even attaining to the status of “conventional wisdom”. In consequence, it is especially welcome to have Viktor Meier’s Yugoslavia: A History of its Demise available. Dr Meier, a veteran observer of the Yugoslav scene for the New Zürcher Zeitung and the Frankfurter Allgemeine Zeitung, has always shown a keen understanding of Balkan politics and many of us have been deeply indebted to his articles for the Frankfurter Allgemeine for helping us to sort out the sundry complexities of socialist Yugoslavia’s politics. In this book, which has already won wide acclaim in the German-speaking world, Dr Meier provides a unique insight into the deliberations and intra-party disputes which underlay the growing crisis in Yugoslavia in the late 1980s and early 1990s. Grounding his analysis in archival research, interviews with many of the leading parties to the crisis, and memoirs by a number of participants, Dr Meier shatters the myth favored by relativists that all sides were more or less blameworthy and pins the blame for the breakup of Yugoslavia squarely on Milošević and the army leadership, while noting also the importance of the complicitous actions taken by Stipe Šuvar (a Croat), Lazar Mojsov (a Macedonian), and others. Of course, Borisav Jović helped to instrumentalize the crisis during his year as president of the collective presidency, but Jović’s role is not a point stressed in this account. As Meier shows, the turning point came in 1989, when Serbia snuffed out the autonomy of the provinces but pocketed their votes in the state presidency (even though logic would have dictated that if the provinces no longer enjoyed autonomy, they could not have a claim to separate votes in the presidency, least of all votes controlled by Serbia). With that, the state presidency forfeited any possibility of passing measures which did not enjoy Milošević’s favor. Meier explodes other myths as well, including the myth that the Slovenes unnecessarily provoked the breakup of the country out of a combination of selfcongratulatory nationalism and economic self-seeking, the myth that the Western state community dealt with the Yugoslav crisis and the outbreak of war in a
