<strong>in</strong>frastructure or o<strong>the</strong>r build<strong>in</strong>g. A land-based component would also serve to<br />
promote whale watch<strong>in</strong>g by boat, as many tourists who see whales from land<br />
<strong>the</strong>n want a closer look.<br />
2. Dolph<strong>in</strong> watch<strong>in</strong>g is virtually unexplored <strong>in</strong> <strong>the</strong> Dom<strong>in</strong>ican Republic. Dolph<strong>in</strong>s<br />
are sometimes seen on <strong>the</strong> whale watch trips <strong>in</strong> Samaná Bay. <strong>The</strong> species sighted<br />
are ma<strong>in</strong>ly spotted dolph<strong>in</strong>s with occasional pilot whales.<br />
At Parque Nacional del Este, <strong>in</strong> <strong>the</strong> sou<strong>the</strong>astern part <strong>of</strong> <strong>the</strong> DR, <strong>the</strong>re is a<br />
group <strong>of</strong> dolph<strong>in</strong>s resident year-round. <strong>The</strong>se dolph<strong>in</strong>s could be considered for<br />
ecotour possibilities. As <strong>the</strong>y live <strong>in</strong>shore, <strong>the</strong>re may also be a potential landbased<br />
component. <strong>The</strong>re are also bottlenose dolph<strong>in</strong>s found to <strong>the</strong> northwest <strong>of</strong><br />
Puerto Plata, but <strong>the</strong>y have not been studied. Dolph<strong>in</strong>s are no doubt found <strong>in</strong><br />
o<strong>the</strong>r areas, but surveys would need to be conducted — perhaps by <strong>the</strong> national<br />
parks as part <strong>of</strong> biodiversity <strong>in</strong>ventories.<br />
3. <strong>The</strong> third suggestion is to expand <strong>the</strong> whale-watch<strong>in</strong>g boat tours to <strong>in</strong>clude<br />
dolph<strong>in</strong>s, land-based whale watch<strong>in</strong>g and ecotourist explorations <strong>of</strong> nearby places<br />
such as Los Haitises National Park, on <strong>the</strong> south shore <strong>of</strong> Samaná Bay, where<br />
<strong>the</strong>re are ancient whale pa<strong>in</strong>t<strong>in</strong>gs on <strong>the</strong> cave walls. This would create a more<br />
well-rounded cultural and ecological whale watch tour and provide a bigger<br />
reason for tourists to go whale watch<strong>in</strong>g.<br />
At <strong>the</strong> sanctuary on Silver Bank, whale watch<strong>in</strong>g has grown slowly s<strong>in</strong>ce <strong>the</strong><br />
sanctuary was established due to its <strong>of</strong>fshore location which requires much longer trips<br />
than at Samaná. It is 50 miles (80 km) from <strong>the</strong> north coast <strong>of</strong> <strong>the</strong> Dom<strong>in</strong>ican Republic.<br />
Most boats leave from Puerto Plata but o<strong>the</strong>rs have left from <strong>the</strong> Turks & Caicos or even<br />
from Florida ports. Besides a few thousand humpbacks which spend <strong>the</strong> w<strong>in</strong>ter <strong>the</strong>re,<br />
whale watchers can sometimes see bottlenose, spotted and sp<strong>in</strong>ner dolph<strong>in</strong>s, pilot whales<br />
and even Bryde's whales and various beaked whales. <strong>The</strong> season for humpbacks is January<br />
to March. In 1993 about 200 people were go<strong>in</strong>g whale watch<strong>in</strong>g on Silver Bank, and this<br />
has climbed slowly and was approach<strong>in</strong>g 500 <strong>in</strong> 1998.<br />
In recent years, <strong>the</strong>re have been persistent reports from Silver Bank <strong>of</strong> aggressive<br />
approaches by boats dropp<strong>in</strong>g <strong>of</strong>f swimmers to encounter <strong>the</strong> whales. In <strong>the</strong> early 1990s, it<br />
had been recommended by Silver Bank's scientific advisors that no swimm<strong>in</strong>g be allowed<br />
with <strong>the</strong> whales because <strong>of</strong> <strong>the</strong> safety concerns <strong>of</strong> too many people <strong>in</strong> <strong>the</strong> water with<br />
whales on <strong>the</strong>ir mat<strong>in</strong>g grounds. <strong>The</strong> surface active groups <strong>of</strong> humpback whales <strong>of</strong>ten<br />
behave without apparent concern for o<strong>the</strong>r whales, tail lash<strong>in</strong>g and charg<strong>in</strong>g at each o<strong>the</strong>r,<br />
and <strong>the</strong>re was concern for <strong>the</strong> humans who might get caught <strong>in</strong> <strong>the</strong> water and not have<br />
enough time to return to <strong>the</strong>ir boats. Dom<strong>in</strong>ican conservationists and mar<strong>in</strong>e researchers<br />
have repeatedly voiced <strong>the</strong>ir fears about this happen<strong>in</strong>g due to <strong>the</strong> difficulty <strong>of</strong> polic<strong>in</strong>g<br />
this <strong>of</strong>fshore area. <strong>The</strong> remote location <strong>of</strong> Silver Bank means that it is difficult to monitor,<br />
but <strong>the</strong> remoteness has at least served as a cap on <strong>the</strong> number <strong>of</strong> people watch<strong>in</strong>g or<br />
swimm<strong>in</strong>g with whales <strong>the</strong>re. Still, some action clearly needs to be taken before whale<br />
watch<strong>in</strong>g and swimm<strong>in</strong>g with whales results <strong>in</strong> a serious accident, which could result <strong>in</strong><br />
loss <strong>of</strong> human life, tarnish<strong>in</strong>g <strong>the</strong> reputation <strong>of</strong> whale watch<strong>in</strong>g as well as possibly hav<strong>in</strong>g<br />
an impact on <strong>the</strong> conservation <strong>of</strong> <strong>the</strong> whales.<br />
Most whale watch locales <strong>of</strong> any size develop grow<strong>in</strong>g pa<strong>in</strong>s, though <strong>the</strong><br />
Dom<strong>in</strong>ican Republic has certa<strong>in</strong>ly had a little more than its share. But <strong>the</strong>se struggles have<br />
produced positive change and new ideas. <strong>The</strong> Dom<strong>in</strong>ican Republic has <strong>the</strong> potential to<br />
become a world class humpback whale watch<strong>in</strong>g centre, putt<strong>in</strong>g its unique brand on whale<br />
watch<strong>in</strong>g and promot<strong>in</strong>g <strong>the</strong> local cultural experience. With<strong>in</strong> a few years, with a focus<strong>in</strong>g<br />
<strong>of</strong> effort and cont<strong>in</strong>ued improvement, <strong>the</strong> potential for doubl<strong>in</strong>g <strong>the</strong> exist<strong>in</strong>g numbers and<br />
economy based on whale watch<strong>in</strong>g is def<strong>in</strong>itely <strong>the</strong>re.<br />
As this report was be<strong>in</strong>g completed <strong>in</strong> early May, <strong>the</strong> announcement came that <strong>the</strong><br />
DR government, after considerable national and <strong>in</strong>ternational pressure, has decided to<br />
restore <strong>the</strong> 1996 mar<strong>in</strong>e mammal sanctuary (subsequently revoked <strong>in</strong> 1997) that had<br />
<strong>in</strong>cluded not only Silver Bank, but Navidad Bank and <strong>the</strong> Samaná area. <strong>The</strong> new<br />
presidential decree designat<strong>in</strong>g <strong>the</strong> 'Mar<strong>in</strong>e Mammal Sanctuary <strong>of</strong> <strong>the</strong> Dom<strong>in</strong>ican<br />
Republic' is No. 136-99. On May 5, 1999, <strong>the</strong> first meet<strong>in</strong>g <strong>of</strong> <strong>the</strong> new Comisión para la<br />
