• <strong>Caribbean</strong> whale watch operations <strong>in</strong>clude some <strong>of</strong> <strong>the</strong> world's most outstand<strong>in</strong>g<br />

educational opportunities, such as <strong>the</strong> Bahamas Mar<strong>in</strong>e Mammal Survey and<br />

Wild Dolph<strong>in</strong> Project <strong>in</strong> <strong>the</strong> Bahamas, and Paul Knapp's whale-listen<strong>in</strong>g tours <strong>in</strong><br />

<strong>the</strong> British Virg<strong>in</strong> Islands, among o<strong>the</strong>rs. <strong>The</strong>se operations all feature naturalist<br />

guides — <strong>the</strong> key to an excellent whale watch tour. <strong>The</strong>y <strong>of</strong>fer a mix <strong>of</strong><br />

education, science, and conservation benefits for <strong>the</strong> whales, plus good fun for<br />

<strong>the</strong> participants. <strong>The</strong>se projects draw tourists from many different countries.<br />

• Community-based whale watch<strong>in</strong>g has featured at various locations around <strong>the</strong><br />

<strong>Caribbean</strong>. On <strong>the</strong> west coast <strong>of</strong> Puerto Rico, <strong>the</strong> annual arrival <strong>of</strong> <strong>the</strong> humpback<br />

whales dur<strong>in</strong>g <strong>the</strong> w<strong>in</strong>ter provides an excit<strong>in</strong>g community focus, with numerous<br />

land-based whale watchers visit<strong>in</strong>g <strong>the</strong> Punta Higuera Lighthouse and spend<strong>in</strong>g<br />

<strong>the</strong> day at <strong>the</strong> park. On <strong>the</strong> island <strong>of</strong> Carriacou, <strong>in</strong> <strong>the</strong> Grenad<strong>in</strong>es <strong>of</strong> Grenada, <strong>the</strong><br />

educational programme <strong>of</strong> <strong>the</strong> Kido Project has a community basis for some <strong>of</strong> its<br />

activities. In and around <strong>the</strong> town <strong>of</strong> Samaná, <strong>in</strong> <strong>the</strong> Dom<strong>in</strong>ican Republic, <strong>the</strong>re<br />

are new bus<strong>in</strong>esses and <strong>in</strong>frastructure directly attributable to <strong>the</strong> <strong>in</strong>crease <strong>in</strong><br />

visitors dur<strong>in</strong>g <strong>the</strong> whale watch season. Community members have started to<br />

improve and extend facilities and to encourage land-based whale watch<strong>in</strong>g as<br />

well. Besides Samaná, whale watch<strong>in</strong>g is hav<strong>in</strong>g a real impact on local<br />

economies <strong>in</strong> such places as Roseau, <strong>in</strong> Dom<strong>in</strong>ica, and north Bim<strong>in</strong>i, <strong>in</strong> <strong>the</strong><br />

Bahamas.<br />

• <strong>The</strong> whale watch<strong>in</strong>g potential for <strong>the</strong> <strong>Caribbean</strong> ranges from considerable to<br />

outstand<strong>in</strong>g <strong>in</strong> about half <strong>of</strong> <strong>the</strong> countries listed. <strong>The</strong> overall potential is certa<strong>in</strong>ly<br />

largely yet to be realised.<br />

Tourism is <strong>the</strong> ma<strong>in</strong> <strong>in</strong>dustry throughout most <strong>of</strong> <strong>the</strong> Greater <strong>Caribbean</strong> region. For<br />

<strong>the</strong> 23 island nations and territories, <strong>in</strong> 1997, <strong>the</strong>re were 15 million visitors arriv<strong>in</strong>g by air.<br />

In addition, 10.6 million cruise ship passengers stopped <strong>in</strong> one or more ports. Total tourist<br />

expenditures were $13.5 billion USD (CTO 1997). <strong>Whale</strong> watch<strong>in</strong>g is a comparatively<br />

small though grow<strong>in</strong>g part <strong>of</strong> this, but it is arguably a crucial aspect <strong>of</strong> image mak<strong>in</strong>g. For<br />

those countries that have successful whale watch<strong>in</strong>g tours, <strong>the</strong> presence <strong>of</strong> whales and<br />

dolph<strong>in</strong>s and <strong>the</strong> possibility <strong>of</strong> see<strong>in</strong>g <strong>the</strong>m can lend a romantic, natural allure which can<br />

feed <strong>in</strong>to exist<strong>in</strong>g national images or help create new ones. If tourism is largely about<br />

sell<strong>in</strong>g an image, whales and dolph<strong>in</strong>s <strong>of</strong>fer considerable possibilities. But for this to be<br />

successful, attention must be paid to <strong>the</strong> educational, scientific, conservation, as well as to<br />

<strong>the</strong> commercial aspects.<br />
