<strong>of</strong> <strong>the</strong> Mustique Conservation Area (<strong>in</strong> effect s<strong>in</strong>ce 1989 as Act. No. 62 which<br />

declared Mustique and its beaches, foreshore and surround<strong>in</strong>g waters for 1,000 yards to be<br />

a conservation area.) Prohibitions <strong>in</strong>clude spear guns and disturb<strong>in</strong>g 'fish or o<strong>the</strong>r sea<br />

creatures....Let o<strong>the</strong>r people enjoy <strong>the</strong>m too. Look but do not touch.'<br />

With <strong>the</strong> site fidelity that humpbacks are known for on <strong>the</strong> breed<strong>in</strong>g grounds, <strong>the</strong>se<br />

two rash and illegal acts <strong>in</strong> 1998 and 1999, have elim<strong>in</strong>ated two breed<strong>in</strong>g females and <strong>the</strong>ir<br />

youngsters, and have reduced <strong>the</strong> chance that tourists on <strong>the</strong>ir romantic trip <strong>of</strong> a lifetime<br />

will be able to watch and listen to humpback whales here <strong>in</strong> future.<br />

Fur<strong>the</strong>r discussion <strong>of</strong> <strong>the</strong> legality and rationale beh<strong>in</strong>d <strong>the</strong> hunt are not for this<br />

report, except to say that <strong>the</strong> prime m<strong>in</strong>ister and people <strong>of</strong> St. V<strong>in</strong>cent and <strong>the</strong> Grenad<strong>in</strong>es<br />

need to make an urgent choice. O<strong>the</strong>rwise prospective visitors, <strong>in</strong> future, after <strong>the</strong> magical<br />

spell is thoroughly broken, will make <strong>the</strong>ir own sort <strong>of</strong> choice.<br />

Grenada is a member <strong>of</strong> <strong>the</strong> British Commonwealth. Called '<strong>the</strong> Spice Island' for its<br />

high production <strong>of</strong> nutmeg, mace and o<strong>the</strong>r spices, agriculture (<strong>in</strong>clud<strong>in</strong>g cocoa and<br />

bananas) is <strong>the</strong> ma<strong>in</strong> <strong>in</strong>dustry. S<strong>in</strong>ce <strong>the</strong> 1980s, however, tourism has risen steadily and is<br />

now <strong>the</strong> second lead<strong>in</strong>g source <strong>of</strong> <strong>the</strong> country's GDP. In 1997, <strong>the</strong>re were 110,748 tourist<br />

arrivals (up 2.3% on <strong>the</strong> previous year) and 246,612 cruise passenger arrivals (down 7.6%)<br />

for total expenditures <strong>of</strong> $59.4 million USD. <strong>The</strong>se figures have more than doubled over<br />

<strong>the</strong> past decade.<br />

Sou<strong>the</strong>rnmost <strong>of</strong> <strong>the</strong> W<strong>in</strong>dward Islands, Grenada is volcanic <strong>in</strong> orig<strong>in</strong> with a wet,<br />

forested, mounta<strong>in</strong>ous <strong>in</strong>terior. <strong>The</strong>re is a limestone base at <strong>the</strong> nor<strong>the</strong>rn end <strong>of</strong> <strong>the</strong> island<br />

and <strong>the</strong> sou<strong>the</strong>rn side has a deeply <strong>in</strong>dented coastl<strong>in</strong>e with long pen<strong>in</strong>sulas, numerous islets<br />

and deep bays which make it popular with sailors. Grenada consists <strong>of</strong> <strong>the</strong> ma<strong>in</strong> island <strong>of</strong><br />

Grenada, as well as <strong>the</strong> sou<strong>the</strong>rn Grenad<strong>in</strong>e islands <strong>of</strong> Carriacou and Petit Mart<strong>in</strong>ique.<br />

In 1993, whale watch<strong>in</strong>g began <strong>in</strong> Grenada on a modest level, ma<strong>in</strong>ly directed<br />

toward dolph<strong>in</strong>s, as an extension <strong>of</strong> mar<strong>in</strong>e sail<strong>in</strong>g tours out <strong>of</strong> St. George's. For some<br />

years <strong>the</strong> <strong>of</strong>fshore waters <strong>of</strong> Grenada have been known to have various dolph<strong>in</strong><br />

populations as well as whales, but only mar<strong>in</strong>e scientists and a few yachters knew <strong>the</strong><br />

possibilities. <strong>The</strong> follow<strong>in</strong>g species can be seen through much <strong>of</strong> <strong>the</strong> year but are generally<br />

best November to May: sp<strong>in</strong>ner and spotted dolph<strong>in</strong>s ma<strong>in</strong>ly, followed by common and<br />

bottlenose dolph<strong>in</strong>s, short-f<strong>in</strong>ned pilot whales, and sperm whales. <strong>The</strong> prime area is 2-15<br />

miles (3-24 kms) <strong>of</strong>f <strong>the</strong> west coast <strong>of</strong> <strong>the</strong> island where it is also protected from <strong>the</strong> w<strong>in</strong>d.<br />

Grenada Bank <strong>in</strong> particular is a good site for f<strong>in</strong>d<strong>in</strong>g cetaceans. Humpback whales can<br />
