• Around R<strong>in</strong>cón, Puerto Rico, <strong>the</strong> annual arrival <strong>of</strong> <strong>the</strong> humpback whales dur<strong>in</strong>g<br />

<strong>the</strong> w<strong>in</strong>ter provides an excit<strong>in</strong>g community focus, with thousands <strong>of</strong> land-based<br />

whale watchers visit<strong>in</strong>g <strong>the</strong> Punta Higuera Lighthouse and spend<strong>in</strong>g <strong>the</strong> day at<br />

<strong>the</strong> park. <strong>Whale</strong>s are not <strong>the</strong> only reason people visit, but <strong>the</strong>y are a key reason<br />

dur<strong>in</strong>g <strong>the</strong> w<strong>in</strong>ter, and park concessions report <strong>in</strong>creases related to whale<br />

watch<strong>in</strong>g. <strong>The</strong> whales can be seen from <strong>the</strong> lighthouse, as well as from various<br />

po<strong>in</strong>ts on <strong>the</strong> hills around R<strong>in</strong>cón. <strong>Whale</strong>s are even advertised on <strong>the</strong> <strong>in</strong>ternet and<br />

<strong>in</strong> brochures to attract potential visitors and buyers look<strong>in</strong>g for villas.<br />

• From <strong>the</strong> Roseau area <strong>of</strong> Dom<strong>in</strong>ica, total revenues, most <strong>of</strong> which go <strong>in</strong>to <strong>the</strong><br />

community, have now reached an annual $1 million USD (<strong>in</strong>clud<strong>in</strong>g food,<br />

accommodation, travel, souvenirs, as well as <strong>the</strong> cost <strong>of</strong> <strong>the</strong> tickets <strong>the</strong>mselves).<br />

• On <strong>the</strong> island <strong>of</strong> Carriacou, <strong>in</strong> <strong>the</strong> Grenad<strong>in</strong>es <strong>of</strong> Grenada, <strong>the</strong> educational<br />

programme <strong>of</strong> <strong>the</strong> Kido Project provides a community basis for some <strong>of</strong> its<br />

activities which <strong>in</strong>clude whale watch<strong>in</strong>g and o<strong>the</strong>r mar<strong>in</strong>e and land-based<br />

programmes.<br />

• In and around <strong>the</strong> town <strong>of</strong> Samaná, <strong>in</strong> <strong>the</strong> Dom<strong>in</strong>ican Republic, <strong>the</strong>re are new<br />

bus<strong>in</strong>esses and <strong>in</strong>frastructure directly attributable to <strong>the</strong> <strong>in</strong>crease <strong>in</strong> visitors<br />

dur<strong>in</strong>g <strong>the</strong> whale watch season. Community members have started to improve<br />

and extend facilities and to encourage land-based whale watch<strong>in</strong>g as well.<br />

Although much work rema<strong>in</strong>s to be done so that local people can receive <strong>the</strong><br />

maximum benefits from whale watch<strong>in</strong>g, it has clearly become part <strong>of</strong> <strong>the</strong><br />

essential fabric <strong>of</strong> <strong>the</strong> town.<br />

<strong>Whale</strong> watch<strong>in</strong>g is hav<strong>in</strong>g a real impact on local economies <strong>in</strong> <strong>the</strong>se and o<strong>the</strong>r<br />

<strong>Caribbean</strong> locales. At present, however, <strong>the</strong> West Indies, or Greater <strong>Caribbean</strong>, is 'lightly<br />

developed' for whale watch<strong>in</strong>g. <strong>The</strong> only area that shows development to rival o<strong>the</strong>r areas<br />

<strong>of</strong> <strong>the</strong> world is Samaná Bay. <strong>The</strong>re, <strong>in</strong> 1998, 21,784 people went whale watch<strong>in</strong>g <strong>in</strong> a<br />

three-month season — an average <strong>of</strong> more than 7,000 people a month. By comparison,<br />

whale watch<strong>in</strong>g <strong>in</strong> sou<strong>the</strong>rn New England and at Tadoussac, Québec, Canada, attracted an<br />

estimated 600,000 to 1 million participants over 3-5 months (120,000-333,000 people per<br />

month).<br />

Thus, <strong>the</strong> potential for whale watch<strong>in</strong>g <strong>in</strong> <strong>the</strong> Greater <strong>Caribbean</strong> is outstand<strong>in</strong>g and<br />

largely untapped through most <strong>of</strong> <strong>the</strong> region. What is needed, for those islands that might<br />

wish to start or enhance <strong>the</strong>ir whale watch<strong>in</strong>g, is a careful development plan both to learn<br />

from some <strong>of</strong> <strong>the</strong> mistakes made <strong>in</strong> o<strong>the</strong>r parts <strong>of</strong> <strong>the</strong> world, as well as to work on<br />

establish<strong>in</strong>g and promot<strong>in</strong>g <strong>the</strong>ir own unique brand <strong>of</strong> whale watch<strong>in</strong>g (see Table 1.)<br />

On <strong>the</strong> follow<strong>in</strong>g pages, I will explore <strong>the</strong> potential <strong>of</strong> whale watch<strong>in</strong>g, country by<br />

country, <strong>in</strong> <strong>the</strong> broadest sense <strong>of</strong> <strong>the</strong> word 'potential'. It is <strong>the</strong> economic potential, <strong>of</strong><br />

course, but because whales and dolph<strong>in</strong>s are wild animals liv<strong>in</strong>g <strong>in</strong> <strong>the</strong> waters around a<br />

country, <strong>the</strong> scientific, educational and conservation potential are also discussed. I have<br />

made a number <strong>of</strong> suggestions <strong>in</strong> each country section, as well as <strong>in</strong> <strong>the</strong> conclusions.<br />

This report seeks to promote high quality, well-balanced whale and dolph<strong>in</strong><br />

watch<strong>in</strong>g <strong>in</strong> <strong>the</strong> Greater <strong>Caribbean</strong>. 'Well balanced' whale watch<strong>in</strong>g is whale watch<strong>in</strong>g that<br />

provides <strong>the</strong> maximum benefit to cetaceans and people. It should make money for <strong>the</strong><br />

operator and be fun for <strong>the</strong> participant, but it should also help support scientific<br />

programmes, contribute significantly to education, and all <strong>the</strong>se th<strong>in</strong>gs toge<strong>the</strong>r should<br />

contribute to <strong>the</strong> conservation <strong>of</strong> cetaceans. Without all <strong>the</strong>se elements, whale watch<strong>in</strong>g<br />

cannot be said to be successful, susta<strong>in</strong>able and to have achieved its full potential.<br />
