February to April when <strong>the</strong> waters tend to be calmer. As well, <strong>the</strong> same species are seen on<br />
div<strong>in</strong>g trips which <strong>in</strong>clude cetaceans and were <strong>of</strong>fered <strong>in</strong> <strong>the</strong> past by <strong>the</strong> Carib Scuba Club<br />
out <strong>of</strong> Carbet, south <strong>of</strong> St.-Pierre. However, recent enquiries to this div<strong>in</strong>g company and<br />
o<strong>the</strong>rs along <strong>the</strong> west coast <strong>of</strong> Mart<strong>in</strong>ique <strong>in</strong> April 1999 <strong>in</strong>dicate that little whale or dolph<strong>in</strong><br />
watch<strong>in</strong>g is currently tak<strong>in</strong>g place. One operator even said that <strong>the</strong> whales 'had left <strong>the</strong><br />
area', and some residents <strong>in</strong>sisted that <strong>the</strong>re were no whales around.<br />
Researcher Michael Dougherty, work<strong>in</strong>g from a sailboat <strong>in</strong> <strong>the</strong> lee <strong>of</strong> Mart<strong>in</strong>ique<br />
for part <strong>of</strong> <strong>the</strong> w<strong>in</strong>ter <strong>of</strong> 1998-99 was similarly told that <strong>the</strong>re were no whales to be found.<br />
Yet <strong>the</strong> sperm whales were <strong>the</strong>re every day <strong>in</strong> relatively calm water about 4 miles <strong>of</strong>f Fortde-France<br />
and easily accessible. Of course <strong>the</strong> trade w<strong>in</strong>ds do blow from time to time, but<br />
with a hydrophone to help f<strong>in</strong>d and listen to <strong>the</strong> whales and a reasonable-size whale watch<br />
boat, it would be easy to set up a good whale-watch bus<strong>in</strong>ess. Besides <strong>of</strong>f Fort-de-France,<br />
Dougherty also found <strong>the</strong> whales <strong>in</strong> some concentration <strong>of</strong>f St.-Pierre, though <strong>the</strong> trade<br />
w<strong>in</strong>ds tended to be stronger <strong>the</strong>re.<br />
To be sure, whale watch<strong>in</strong>g has not developed <strong>in</strong>to an <strong>in</strong>dustry as it has on<br />
Dom<strong>in</strong>ica. But from consistent reports from scientists, yachters and <strong>of</strong>fshore fishermen,<br />
<strong>the</strong>re is no doubt that <strong>the</strong> whales and dolph<strong>in</strong>s are <strong>the</strong>re. <strong>The</strong> same or similar opportunities<br />
for whale watch tourism exist on Mart<strong>in</strong>ique as on Dom<strong>in</strong>ica, particularly <strong>in</strong> <strong>the</strong> north <strong>of</strong><br />
<strong>the</strong> country. Several o<strong>the</strong>r researchers <strong>in</strong>clud<strong>in</strong>g Watk<strong>in</strong>s et al. (1982, 1985) and<br />
Notarbartolo di Sciara have turned up essentially <strong>the</strong> same diverse group <strong>of</strong> cetacean<br />
species as for Dom<strong>in</strong>ica. And Jefferson and Lynn's 1991 cetacean survey mentioned<br />
Mart<strong>in</strong>ique as one <strong>of</strong> three sites <strong>of</strong> cetacean concentration <strong>in</strong> <strong>the</strong> <strong>Caribbean</strong> and Gulf <strong>of</strong><br />
Mexico. It may be that because some <strong>of</strong> <strong>the</strong> best div<strong>in</strong>g areas are close to shore, <strong>the</strong> div<strong>in</strong>g<br />
companies encounter whales and dolph<strong>in</strong>s less <strong>of</strong>ten. In any case, a scientific survey is<br />
planned for summer 1999 which will exam<strong>in</strong>e and report on <strong>the</strong> lee shore abundance and<br />
presence <strong>of</strong> cetaceans.<br />
<strong>The</strong>re are certa<strong>in</strong>ly o<strong>the</strong>r ports that could be developed for whale or dolph<strong>in</strong><br />
watch<strong>in</strong>g tours. <strong>The</strong> 100 fathom (200 meter) contour is with<strong>in</strong> 2 miles (3 km) <strong>of</strong> <strong>the</strong> coast<br />
from Cap St.-Mart<strong>in</strong> <strong>in</strong> <strong>the</strong> north almost to Fort-de-France, <strong>the</strong> capital, and <strong>the</strong> 900-fathom<br />
(1800 meter) l<strong>in</strong>e is as close as 6 miles (10 kms). In addition, <strong>in</strong> <strong>the</strong> southwest, Cap<br />
Salomon, and, <strong>in</strong> <strong>the</strong> far south, Po<strong>in</strong>te d'Enfer, <strong>of</strong>fer <strong>the</strong> possibility <strong>of</strong> good lookouts, with<br />
departure ports nearby. <strong>The</strong> <strong>in</strong>frastructure for tourists is more than substantial, and could<br />
easily accommodate quite high numbers <strong>of</strong> whale watchers. A certa<strong>in</strong> amount <strong>of</strong> whale and<br />
dolph<strong>in</strong> watch<strong>in</strong>g through <strong>the</strong> exist<strong>in</strong>g div<strong>in</strong>g clubs would help spread <strong>the</strong> focus on mar<strong>in</strong>e<br />
resources. All that is required is <strong>the</strong> entrepreneur who has <strong>the</strong> will and <strong>the</strong> understand<strong>in</strong>g <strong>of</strong><br />
how to set up whale watch<strong>in</strong>g with a good <strong>in</strong>ternational standard. A quick visit to<br />
Dom<strong>in</strong>ica would cut <strong>the</strong> learn<strong>in</strong>g curve considerably.<br />
