Expansion based on mar<strong>in</strong>e ecotourism which <strong>in</strong>cludes cetaceans but does not<br />

entirely rely on <strong>the</strong>m may well be possible. <strong>The</strong> tourism <strong>in</strong>frastructure is large and well<br />

developed on all three islands, and <strong>the</strong>re are numerous boats <strong>of</strong> all sizes available for<br />

charter. If more cetaceans can be seen <strong>in</strong> future, this would be one <strong>of</strong> <strong>the</strong> best places to<br />

advertise tours. However, at present, whale watch<strong>in</strong>g is too seasonal and sight<strong>in</strong>gs may be<br />

a little bit too sporadic to support a full-time operation.<br />

<strong>The</strong> British Virg<strong>in</strong> Islands, a largely self-govern<strong>in</strong>g British dependent territory,<br />

<strong>in</strong>clude about 60 islands, islets and cays, 16 <strong>of</strong> which are <strong>in</strong>habited. <strong>The</strong>y are situated at<br />

<strong>the</strong> eastern end <strong>of</strong> <strong>the</strong> Greater Antilles, a few miles west <strong>of</strong> <strong>the</strong> nor<strong>the</strong>rn end <strong>of</strong> <strong>the</strong> Lesser<br />

Antilles, or Eastern <strong>Caribbean</strong>. <strong>The</strong> ma<strong>in</strong> islands <strong>of</strong> Tortola, Anegada, Virg<strong>in</strong> Gorda and<br />

Jost Van Dyke are covered <strong>in</strong> steep, thickly wooded hills, surrounded by coves and<br />

beaches<br />

Ċompared to <strong>the</strong> US Virg<strong>in</strong> Islands, <strong>the</strong> BVIs are a little <strong>of</strong>f <strong>the</strong> beaten track for<br />

<strong>in</strong>ternational visitors, with less direct transport and one quarter <strong>the</strong> number <strong>of</strong> hotel rooms<br />

and only 15% <strong>the</strong> number <strong>of</strong> total visitors found on <strong>the</strong> American islands. BVI numbers<br />

are more <strong>in</strong> l<strong>in</strong>e with those <strong>in</strong> <strong>the</strong> eastern <strong>Caribbean</strong>. Never<strong>the</strong>less, tourism represents<br />

about 75% <strong>of</strong> <strong>the</strong> gross domestic product <strong>of</strong> <strong>the</strong> BVIs. F<strong>in</strong>ancial services, fish<strong>in</strong>g and rum<br />

distill<strong>in</strong>g are secondary <strong>in</strong>dustries.<br />

Humpback mo<strong>the</strong>rs and calves, as well as s<strong>in</strong>g<strong>in</strong>g males and potential mat<strong>in</strong>g<br />

groups, come to Virg<strong>in</strong> Bank which is located with<strong>in</strong> a long barrier reef that surrounds <strong>the</strong><br />

British Virg<strong>in</strong> Islands and part <strong>of</strong> <strong>the</strong> American Virg<strong>in</strong> Islands. <strong>The</strong> season is late<br />

December to March. <strong>The</strong> ma<strong>in</strong> area where <strong>the</strong> whales are found is 3 to 12 miles (5 to 19<br />

km) north <strong>of</strong> Tortola and Virg<strong>in</strong> Gorda. Accord<strong>in</strong>g to David Mattila and Steven Katona,<br />

who studied and mapped <strong>the</strong> area for humpback whales <strong>in</strong> <strong>the</strong> mid-1980s, about 60 to 100<br />

humpbacks come to <strong>the</strong> waters <strong>of</strong> <strong>the</strong> British Virg<strong>in</strong> Islands.<br />

In <strong>the</strong> past, a limited amount <strong>of</strong> whale watch<strong>in</strong>g, aboard charter boats from Tortola<br />

and by air charter out <strong>of</strong> Beef Island Airport has occurred most w<strong>in</strong>ters. Close to 100<br />

people a year, about 15 <strong>of</strong> <strong>the</strong>m per year by air, had been go<strong>in</strong>g whale watch<strong>in</strong>g from <strong>the</strong><br />

BVIs <strong>in</strong> <strong>the</strong> early 1990s, but this had mostly dried up by <strong>the</strong> late 1990s.<br />

Still, every year for <strong>the</strong> past 15 years, Paul Knapp Jr. has been tak<strong>in</strong>g whale<br />

watchers out to listen to humpback whales from late December through March. Us<strong>in</strong>g a<br />

13-foot <strong>in</strong>flatable as well as a 30-foot fiberglass sloop, he <strong>in</strong>vites people to venture out a<br />

few miles <strong>in</strong> <strong>the</strong> bay from Brewer's Bay on <strong>the</strong> north side <strong>of</strong> Tortola. Once <strong>of</strong>fshore, he<br />

drops a hydrophone overboard, not even bo<strong>the</strong>r<strong>in</strong>g to look for whales. His superb sound<br />
