necessary to ensure that critical activities such as breed<strong>in</strong>g and social organisation, are not<br />

disrupted.<br />

From <strong>the</strong>se and o<strong>the</strong>r data, <strong>the</strong> sperm whales appear to be most accessible dur<strong>in</strong>g<br />

<strong>the</strong> prime whale watch<strong>in</strong>g season <strong>of</strong> November to April. Due to poor wea<strong>the</strong>r (hurricane<br />

season) and lack <strong>of</strong> effort, <strong>the</strong>re is not much <strong>in</strong>formation on <strong>the</strong> distribution and abundance<br />

<strong>of</strong> sperm whales and dolph<strong>in</strong>s outside <strong>the</strong>se months. However, it may well be possible to<br />

expand <strong>the</strong> whale watch bus<strong>in</strong>ess <strong>in</strong> <strong>the</strong> 'shoulder' seasons. Ano<strong>the</strong>r expansion could be to<br />

<strong>the</strong> northwestern part <strong>of</strong> <strong>the</strong> island. Although more remote from <strong>the</strong> ma<strong>in</strong> port <strong>of</strong> Roseau,<br />

<strong>the</strong>re appear to be just as many whales and dolph<strong>in</strong>s. <strong>The</strong>re is also ample room for<br />

expand<strong>in</strong>g whale watch<strong>in</strong>g through land-based visitor centres which could charge<br />

admission. Québec, South Africa and South Australia provide some examples <strong>of</strong> <strong>the</strong><br />

possibilities. <strong>The</strong>se land-based centres can serve as 'advertis<strong>in</strong>g' for <strong>the</strong> boat tours, as well<br />

as help educate and enterta<strong>in</strong> visitors regard<strong>in</strong>g <strong>the</strong> amaz<strong>in</strong>g diversity <strong>of</strong> cetaceans found <strong>in</strong><br />

Dom<strong>in</strong>ican waters. It is possible for such centres to be developed <strong>in</strong>to m<strong>in</strong>i-museums and<br />

gift shops which can provide more employment as well as encourage local <strong>in</strong>terest <strong>in</strong> <strong>the</strong><br />

cetacean behavior happen<strong>in</strong>g all <strong>the</strong> time just <strong>of</strong>fshore.<br />

<strong>The</strong> emphasis <strong>in</strong> Dom<strong>in</strong>ica on study<strong>in</strong>g and gett<strong>in</strong>g to know '<strong>the</strong> resource' is itself a<br />

valuable model to copy <strong>in</strong> o<strong>the</strong>r <strong>Caribbean</strong> islands. <strong>The</strong> impetus <strong>in</strong> Dom<strong>in</strong>ica was provided<br />

largely by scientists and NGOs, but it could equally be provided by government, as it is <strong>in</strong><br />

New Zealand, or by <strong>the</strong> whale watch operators <strong>the</strong>mselves, as it has been <strong>in</strong> parts <strong>of</strong> <strong>the</strong><br />

US and Canada.<br />

<strong>The</strong> regulations for whale watch<strong>in</strong>g <strong>in</strong> Dom<strong>in</strong>ica are some <strong>of</strong> <strong>the</strong> most carefully<br />

considered and scientifically supported, s<strong>in</strong>ce <strong>the</strong>y grew out <strong>of</strong> workshops <strong>in</strong> Dom<strong>in</strong>ica <strong>in</strong><br />

<strong>the</strong> mid 1990s. To date <strong>the</strong>y are not <strong>in</strong>corporated <strong>in</strong>to law. However, <strong>the</strong> two ma<strong>in</strong><br />

operators are very familiar with <strong>the</strong>m and have attempted to be self-regulat<strong>in</strong>g. With two<br />

additional operators now work<strong>in</strong>g, it may become necessary for more formal adoption <strong>of</strong><br />

<strong>the</strong> regulations and monitor<strong>in</strong>g and enforcement.<br />

In 1997, Prime M<strong>in</strong>ister Edison James declared Dom<strong>in</strong>ica's support for Japan's prowhal<strong>in</strong>g<br />

position, surpris<strong>in</strong>g many who had followed <strong>the</strong> country's successful development<br />

as a prime ecotourism dest<strong>in</strong>ation, with high quality whale watch<strong>in</strong>g. Only time will tell if<br />

this affects <strong>the</strong> will<strong>in</strong>gness <strong>of</strong> visitors to come and spend money <strong>in</strong> Dom<strong>in</strong>ica. It may<br />

depend on how widely this <strong>in</strong>formation is known, how much Dom<strong>in</strong>ica's visitors value<br />

whales and dolph<strong>in</strong>s <strong>in</strong> general, and many o<strong>the</strong>r factors.<br />

For now, whale watch<strong>in</strong>g has arrived <strong>in</strong> Dom<strong>in</strong>ica as a key visitor attraction, as<br />

well as a powerful image-maker, and Dom<strong>in</strong>ican operators and hotels are reap<strong>in</strong>g <strong>the</strong><br />

benefits <strong>of</strong> almost ten years <strong>of</strong> steady learn<strong>in</strong>g curve. Best <strong>of</strong> all, <strong>in</strong> Dom<strong>in</strong>ica, whale<br />

watch<strong>in</strong>g has been put on a positive foot<strong>in</strong>g <strong>in</strong> terms <strong>of</strong> education and science, partly due<br />

to <strong>the</strong> <strong>in</strong>ternational workshops. <strong>The</strong> challenge now will be to grow sensibly, to manage any<br />

boat traffic problems that develop, and to cont<strong>in</strong>ue to <strong>in</strong>vest more and more <strong>in</strong> education<br />

which will enterta<strong>in</strong> <strong>the</strong> visitor and improve <strong>the</strong> bus<strong>in</strong>ess while benefit<strong>in</strong>g <strong>the</strong> whales.<br />

Dom<strong>in</strong>ica: Draft Codes <strong>of</strong> Conduct for <strong>Whale</strong> <strong>Watch<strong>in</strong>g</strong> <strong>in</strong> Dom<strong>in</strong>ica<br />

<strong>The</strong> follow<strong>in</strong>g codes <strong>of</strong> conduct are under review; though some po<strong>in</strong>ts are already<br />

partly adhered to at present as guidel<strong>in</strong>es (Carlson 1998).<br />

<strong>The</strong> Mar<strong>in</strong>e Mammal Codes <strong>of</strong> Conduct are a compilation <strong>of</strong> exist<strong>in</strong>g <strong>in</strong>ternational<br />

guidel<strong>in</strong>es and regulations for watch<strong>in</strong>g whales that may be applicable to commercial<br />

operations <strong>in</strong> Dom<strong>in</strong>ica. <strong>The</strong>se codes <strong>of</strong> conduct suggest permits for commercial<br />

operations and def<strong>in</strong>e <strong>the</strong> criteria for issu<strong>in</strong>g permits, requirments to be satisfied before<br />

issu<strong>in</strong>g permits for commercial vessels, land-based operations, commercial aircraft<br />

operations and behaviour around mar<strong>in</strong>e mammals. <strong>The</strong>se <strong>in</strong>clude:<br />

CRITERIA<br />

Before issu<strong>in</strong>g a permit, <strong>the</strong> govern<strong>in</strong>g authorities shall be satisfied that <strong>the</strong>re is<br />

substantial compliance with <strong>the</strong> follow<strong>in</strong>g criteria:<br />

1. That <strong>the</strong> commercial operation should not have any significant adverse effect on <strong>the</strong><br />

behavioural patterns <strong>of</strong> <strong>the</strong> mar<strong>in</strong>e mammals to which <strong>the</strong> application refers.<br />
