scientists are aware <strong>of</strong> <strong>the</strong>m (eg., Reeves 1988 and pers. comm.), <strong>the</strong> hunts are not<br />
monitored and <strong>the</strong> IUCN status <strong>of</strong> <strong>the</strong> species hunted is <strong>in</strong>sufficiently known.<br />
In 1997, <strong>the</strong> St. Lucia <strong>Whale</strong> & Dolph<strong>in</strong> <strong>Watch<strong>in</strong>g</strong> Association (SLWDWA) was<br />
formed to promote <strong>the</strong> development <strong>of</strong> high quality whale watch<strong>in</strong>g around St. Lucia. Two<br />
'founder operators' signed up with founder-association secretary Jane Tipson, who set up<br />
an <strong>of</strong>fice next door to her own tour company Toucan Travel, at Rodney Bay Mar<strong>in</strong>a <strong>in</strong><br />
Castries. SLWDWA set up a website, an environmental reference library at a local cafe,<br />
and began work<strong>in</strong>g with <strong>in</strong>ternational scientists and whale watch authorities to come up<br />
with acceptable regulations for whale watch<strong>in</strong>g <strong>in</strong> St. Lucia.<br />
<strong>Whale</strong> watch<strong>in</strong>g was soon listed as a regular <strong>of</strong>fer<strong>in</strong>g <strong>in</strong> at least two <strong>of</strong> <strong>the</strong> major<br />
<strong>Caribbean</strong>-wide guidebooks. In truth, whale watch<strong>in</strong>g has been poised to take <strong>of</strong>f now for<br />
2-3 years, with operators advertis<strong>in</strong>g whale watch<strong>in</strong>g and tak<strong>in</strong>g a few people out, but<br />
regular popular tours only started <strong>in</strong> December 1998. Sunl<strong>in</strong>k Tours, which <strong>of</strong>fers a wide<br />
variety <strong>of</strong> adventure tours on various boats, now lists whale and dolph<strong>in</strong> watch<strong>in</strong>g as one<br />
<strong>of</strong> its featured tours, and after 3 months operation had 269 book<strong>in</strong>gs at $70 US per person.<br />
<strong>The</strong> trips <strong>in</strong>clude hydrophones to listen to <strong>the</strong> whales. As <strong>of</strong> March 1999, a second<br />
company had begun <strong>of</strong>fer<strong>in</strong>g <strong>the</strong> tours, tak<strong>in</strong>g about 30 visitors a week over <strong>the</strong> first two<br />
months<br />
Ṫhese numbers show that demand is <strong>the</strong>re and that local operators are will<strong>in</strong>g to<br />
<strong>in</strong>vest to meet that demand. It would not be surpris<strong>in</strong>g if several thousand people were<br />
go<strong>in</strong>g whale watch<strong>in</strong>g from St. Lucia by <strong>the</strong> year 2000. Still, if whale watch<strong>in</strong>g is to<br />
become successful and <strong>of</strong> endur<strong>in</strong>g value <strong>in</strong> St. Lucia, <strong>the</strong>re will need to be enforced<br />
regulations, naturalist guides on <strong>the</strong> boats, and an education programme that helps ensure<br />
<strong>the</strong> conservation <strong>of</strong> mar<strong>in</strong>e fauna.<br />
SLWWDA has already taken <strong>the</strong> lead <strong>in</strong> promot<strong>in</strong>g high quality whale watch<strong>in</strong>g<br />
and <strong>in</strong> provid<strong>in</strong>g <strong>in</strong>formation and technical assistance. But much more clearly needs to be<br />
done if whale watch<strong>in</strong>g is to develop <strong>in</strong>to a valuable, endur<strong>in</strong>g <strong>in</strong>dustry that will br<strong>in</strong>g<br />
economic, social and environmental benefits to <strong>the</strong> country.<br />
With St. Lucia's endangered lea<strong>the</strong>rback turtles (land<strong>in</strong>g on <strong>the</strong> beaches from May<br />
to August to lay <strong>the</strong>ir eggs when <strong>the</strong>re are all-night 'turtle watches'), rare parrots (which<br />
can be seen on a day hike through <strong>the</strong> ra<strong>in</strong> forest), a frigate bird sanctuary and numerous<br />
o<strong>the</strong>r bird<strong>in</strong>g opportunities, <strong>the</strong>re is already a reason for nature tourists to visit. <strong>The</strong> St.<br />
Lucia Heritage Tourism Programme could well help provide more focus toward <strong>the</strong> sea,<br />
<strong>in</strong>tegrat<strong>in</strong>g whales and dolph<strong>in</strong>s with exist<strong>in</strong>g mar<strong>in</strong>e protected areas and <strong>the</strong> div<strong>in</strong>g/<br />
yacht<strong>in</strong>g tourism sector. One community-based idea would be to establish<br />
environmentally-friendly <strong>in</strong>terpretation and visitor centres, signs and murals focus<strong>in</strong>g on<br />
whales and dolph<strong>in</strong>s, situated at good lookouts or possible whale watch ports especially <strong>in</strong><br />
<strong>the</strong> northwest <strong>of</strong> <strong>the</strong> country. This would help put whales and whale watch<strong>in</strong>g on <strong>the</strong> map<br />
for locals and tourists and it could help greatly enhance <strong>the</strong> nature tourism sector.<br />

<strong>The</strong>se regulations are be<strong>in</strong>g made <strong>in</strong>to law, though <strong>the</strong>y have yet to be actively<br />
enforced or practised (Carlson 1998).<br />
Preamble<br />
<strong>The</strong> sight<strong>in</strong>g <strong>of</strong> whales has always aroused human curiosity and scientific <strong>in</strong>terest.<br />
Over <strong>the</strong> past decade whale watch<strong>in</strong>g has been develop<strong>in</strong>g <strong>in</strong>to a world-wide <strong>in</strong>dustry and<br />
has ga<strong>in</strong>ed significant importance from <strong>the</strong> scientific and educational perspective as well<br />
as that from commerce and <strong>the</strong> recreational areas. 1996 saw <strong>the</strong> <strong>in</strong>itiation <strong>of</strong> whale<br />
watch<strong>in</strong>g <strong>in</strong> many countries <strong>in</strong>clud<strong>in</strong>g St. Lucia, an activity expected to attract more<br />
visitors to our shores and br<strong>in</strong>g economic benefits to many local communities.<br />
<strong>The</strong> popularity <strong>of</strong> whale watch<strong>in</strong>g and <strong>the</strong> world wide growth <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry<br />
raised questions about <strong>the</strong> extent to which whale watch<strong>in</strong>g effects whales. This has led to<br />
<strong>the</strong> establishment <strong>of</strong> rules, regulations, and codes <strong>of</strong> conduct govern<strong>in</strong>g whale watch<strong>in</strong>g<br />
activities <strong>in</strong> some countries. However, whale watch<strong>in</strong>g <strong>in</strong> itself must be regulated <strong>in</strong> a<br />
manner consistent with <strong>the</strong> International Whal<strong>in</strong>g Commission regulations <strong>in</strong> order to<br />
