13.9.3 Groundwater Monitoring Recommendations<br />

The following recommendations pertain to groundwater monitoring by the <strong>District</strong> in Alpine<br />

County.<br />

1) Install Additional Groundwater Monitoring Wells on the Diamond Valley Ranch<br />

It is recommended that the installation of additional groundwater monitoring wells be the first<br />

project the <strong>District</strong> implements on the Diamond Valley Ranch property. Placement of the<br />

groundwater monitoring wells should be based upon the findings of the Alisto Study, preliminary<br />

design of the Diamond Valley Ranch irrigation fields and staff recommendations. Installation<br />

locations should also be reviewed and approved by Lahontan.<br />

2) Install Other Groundwater Monitoring Wells as Recommended by Alisto<br />

It is recommended the <strong>District</strong> install additional groundwater monitoring wells in locations away<br />

from the Diamond Valley Ranch as recommended in the Alisto study and by staff<br />

recommendations, subject to Lahontan approval.<br />

13.9.4 Land and Easement Recommendations<br />

The following recommendations pertain to land and easement considerations of <strong>District</strong><br />

facilities.<br />

1) Finalize All Easements<br />

It is recommended that the <strong>District</strong> conduct a full evaluation of easements to verify those the<br />

<strong>District</strong> currently holds and those the <strong>District</strong> needs for all properties that are associated with<br />

either freshwater or recycled water. Any gaps that are identified should be addressed by<br />

securing an easement.<br />

2) Map Alpine County Metes and Bounds<br />

It is recommended the <strong>District</strong> identify the metes and bounds of Alpine County properties<br />

(associated with <strong>District</strong> operations) with GIS mapping to make sure the limits of ownership are<br />

properly defined.<br />

3) Perform Title Search<br />

It is recommended the <strong>District</strong> ask a title company to perform a search for all documents<br />

recorded with the <strong>District</strong> as either the Grantee or the Grantor and obtain copies of the recorded<br />

documents for the <strong>District</strong>‟s files.<br />

4) Obtain Preliminary Title Reports for All <strong>District</strong> Acquired Property<br />

It is recommended the <strong>District</strong> obtain a preliminary title report on all acquired properties.<br />

5) Research BLM and USFS Rights of Way<br />

It is recommended the <strong>District</strong> research the Bureau of Land Management and Forest Service<br />

records for all right of way easements granted to the <strong>District</strong>.<br />

6) Determine Encroachment Rights for Caltrans Right of Way<br />

It is recommended the <strong>District</strong> determine what encroachment rights have been granted to the<br />

<strong>District</strong> within State highway rights of way.<br />

7) Organize <strong>District</strong> Land Ownership Files<br />

It is recommended the <strong>District</strong> organize individual files for each <strong>District</strong> owned or operated<br />

facility easement or right of way and include a copy of the recorded document.<br />
