Agreement Summary Description<br />
<strong>District</strong> may import recycled water to Alpine County.<br />
Construct Harvey Place Reservoir to store recycled<br />
water and preserve Indian Creek Reservoir for<br />
recreational use.<br />
The agreement allocated up to 3,000 AF/Yr of<br />
recycled water resources stored in Indian Creek<br />
Reservoir to several ranches within the West Fork<br />
of the Carson River watershed. The agreement<br />
allowed the <strong>District</strong> to lease the Diamond Ditch<br />
System, which in turn allowed access for<br />
maintenance and operations of the system.<br />
When Harvey Place Reservoir was constructed,<br />
the 1983 amendment was created to provide a min.<br />
2,000 AF/Yr and max. 3,600 AF/Yr of recycled<br />
water to be divided equally among the ranchers.<br />
The DDA leases the system to the <strong>District</strong>, while<br />
the <strong>District</strong> has the right to install turnouts to irrigate<br />
lands of others not party to the agreement,<br />
provided each rancher still receives 25 cfs during<br />
the irrigation season. Ranchers can be released<br />
from the agreement, provided the remaining lands<br />
are sufficient for recycled water disposal under the<br />
agreement. If ranchers pull out of the agreement<br />
before 40 years is up, the <strong>District</strong> retains the right to<br />
maintain and operate structures on ranchers' lands<br />
to transmit recycled water to other lands not in the<br />
agreement.<br />

Last updated in 2002 and titled Agreement<br />
Between <strong>South</strong> <strong>Tahoe</strong> <strong>Public</strong> <strong>Utility</strong> <strong>District</strong> and<br />
the County of Alpine and the Alpine County<br />
Water Agency.<br />
Amended the 1967 Agreement. The <strong>District</strong> is<br />
required to provide 15,000 pounds of fish<br />
annually to the Indian Creek Reservoir trout<br />
fishery.<br />

The <strong>District</strong> guarantees to deliver on demand a<br />
certain flow rate to the ranchers currently<br />
applying recycled water. An analysis of the Ditch<br />
capacity and integrity was conducted, with<br />
results presented in Appendix C.<br />
