A summary list of recommendations is provided in Section 13.9 (page 13-102). The<br />
recommendations include general recommendations, the recommendation for projects to be<br />
implemented in the near future, groundwater monitoring recommendations, land and easement<br />
recommendations and recommendations for projects with contingent implementation.<br />
Master Plan Content<br />
The Master Plan is divided into 13 sections and includes 14 appendices. The following briefly<br />
describes the content of each section.<br />
Section 1 - Introduction<br />
This section provides background information regarding the <strong>District</strong>‟s operations in Alpine<br />
County. It includes the history of <strong>District</strong> operations in Alpine County, details regarding the<br />
recycled water application sites, a description of the agreements and permits associated with<br />
recycled water management in Alpine County and the issues and concerns pertaining to the<br />
current agreements and permits associated with recycled water management.<br />
Section 2 - Study Area<br />
This section provides a description of the study area in Alpine County that is part of the <strong>District</strong>‟s<br />
freshwater and recycled water operations. The study area description includes the limits of the<br />
<strong>District</strong>‟s Alpine County operations area, current and future land uses, population trends and<br />
ranching practices.<br />
Section 3 - Existing Freshwater System<br />
This section describes the existing freshwater facilities in Alpine County including those owned<br />
and operated by the <strong>District</strong> and other facilities that are part of the <strong>District</strong>‟s freshwater<br />
operations in Alpine County. These include facilities such as the Snowshoe Thompson Ditch<br />
No. 1 and No. 2, the Millich Ditch, the Upper Dressler Ditch, the Upper and Lower Harvey<br />
Channels, and the Indian Creek Reservoir.<br />
Section 4 - Existing Recycled Water System<br />
This section describes the existing recycled water facilities in the Master Plan area including the<br />
C-Line, Harvey Place Reservoir, and the Diamond Ditch. Section 4 also includes additional<br />
information pertaining to the contract irrigation ranchers, and potential future users of the<br />
<strong>District</strong>‟s recycled water.<br />
Section 5 - Flow Projections<br />
This section presents the methodology used to estimate the future volume of the <strong>District</strong>‟s<br />
recycled water to be managed. The planning year is 2028, the year the existing contract<br />
irrigator agreements expire. Section 5 also includes an evaluation of the recycled water quality.<br />
A trend analysis is provided for both recycled water quality and quantity to establish baseline<br />
numbers for master planning.<br />
Section 6 - Recycled Water Quality Regulations<br />
This section provides an overview of federal, state and local regulations pertaining to use of<br />
recycled water. Section 6 also discusses the potential state-wide Recycled Water Policy which<br />
is currently being developed, the ultimate goal of which is to promote the use of recycled water<br />
in California and includes the potential requirements for preparation of Nutrient Management<br />
Plans of recycled water. In general, Nutrient Management Plans may be required for irrigation<br />
projects when the recycled water exceeds three milligrams per liter (mg/l) of total nitrogen (the<br />
<strong>District</strong>‟s recycled water averages about 20 mg/l total nitrogen).<br />
