Based on the above District recorded data, it is assumed that future Harvey Place Reservoir
outflow equals 90% of inflow.
The third method for estimating recycled water flow quantity for the year 2028 first estimates the
population increase by the year 2007 and the year 2028 by utilizing residential unit allocation
figures provided by the Tahoe Regional Planning Agency (TRPA). The population increase
estimate is then adjusted for year-round residency and added to the year 2000 population as
provided by the U.S. Census Bureau to estimate the year 2028 population. This method then
