Based on the above <strong>District</strong> recorded data, it is assumed that future Harvey Place Reservoir<br />

outflow equals 90% of inflow.<br />

The third method for estimating recycled water flow quantity for the year 2028 first estimates the<br />

population increase by the year 2007 and the year 2028 by utilizing residential unit allocation<br />

figures provided by the <strong>Tahoe</strong> Regional Planning Agency (TRPA). The population increase<br />

estimate is then adjusted for year-round residency and added to the year 2000 population as<br />

provided by the U.S. Census Bureau to estimate the year 2028 population. This method then<br />
