JARDINE TRANSITION
PROGRAM
The commissioning of the Jardine
Transition Program occurred in August
2004. This 15 bed short-term residential
program is designed to assist forensic
patients in the transition from the Thomas
Embling Hospital to community living.
Accommodation is provided for a maximum
of 18 months.
The program commenced with four forensic
patients who obtained overnight leave
approval from the Forensic Leave Panel to
reside in the program for up to three nights
per week. One patient has now been
granted Extended Leave by the Supreme
Court and resides in the program on a full
time basis. At 30 June 2005, a total of
nine clients were participating in the
program, and two clients had successfully
completed the transitional process and
transferred to flats in the community.
An evaluation of the program was
undertaken three months after it
commenced, to ascertain effectiveness
and identify possible enhancements.
The evaluation contained a number of
recommendations, the principle one
being an amendment to the staffing
arrangements, which was endorsed
by Council and subsequently implemented.
A twelve month review will be conducted
in September 2005.
Comments from the judiciary indicate that
the availability of the Jardine Transition
Program is a critical factor in considering
extended leave applications.
OTHER ACHIEVEMENTS
• The development of an interservice
agreement between Forensicare and
North West Health Care Network (who
provide services to a high proportion of
forensic mental health clients leaving
both prison and Thomas Embling
Hospital).
• A review of administrative services at
the Community Forensic Mental Health
Service to enhance the effectiveness
and efficiency of the administration.
• A review of security at the office of
Community Forensic Mental Health
Service (200 Sydney Road, Brunswick)
to ensure that a secure working
environment is maintained for staff
and clients, and that confidential
health information and other property
is securely stored.
• The amalgamation of the Psychosexual
Treatment Program and the Problem
Behaviour Clinic to provide –
• greater flexibility in allocation of
cases and reduced waiting times
• increased efficiency in the
allocation of staff time and
resources
• increased capacity for individual
clinicians to develop skills and
knowledge across specialist areas
• a reduction in the complexity
of the intake system
• enhanced capacity for evaluation
and research.
