2004-2005 The Year in Review FINANCIAL PERFORMANCE The Victorian Institute of Forensic Mental Health Council and the Department of Human Services approved a budgeted $3.073 million deficit for Forensicare for 2004-2005. It was therefore, a considerable achievement to deliver a significantly better result, with a $0.9 million deficit (see below, and the 2004- 2005 Financial Statements, pages 60-75). This included depreciation of $1.232 million, which is provided for separately by Government, via capital payments in response to submissions by Forensicare. No Capital Funds were provided to Forensicare by the Department of Human Services for the 2004-2005 financial year. Forensicare’s financial performance is usually assessed by the operating result before capital purpose income and depreciation. This is because Government recurrent funding for Forensicare is not intended to pay for the replacement of Forensicare buildings or major capital equipment items. The inclusion of capital grants and depreciation in the overall operating result would therefore distort any assessment of financial performance. Importantly though, the result reflects the experience and dedication shown by our managers and staff who retained a focus on their budget, while continuing to strive to provide better care to our patients. FINANCIAL PERFORMANCE AGAINST BUDGET PLAN The deficit budget approved for Forensicare for the 2004-2005 fiscal year excluded capital income and depreciation of $1.786 million. There was a requirement however, that strategies be implemented by Forensicare’s Executive to improve the organisation’s financial performance. The final outcome of a $0.327 million surplus is a significant improvement on budget plan. SUMMARY OF SIGNIFICANT CHANGES IN FINANCIAL POSITION The turnaround in financial performance of $1.462m is attributable to the following – • High Rate in the Retention of Nursing Staff During the reporting period, Forensicare was successful in retaining close to a full establishment of nursing (see page 16). Given that nursing is 64% of Forensicare’s total workforce profile, the financial savings resulting from a reduction in employee turnover represents one of the single largest reduction in costs to Forensicare in the current reporting period. • Financial Deficit Management Plan As a result of organisational-wide concerns about declining financial performance, Forensicare’s Council and management reviewed expenditure in the 2003-2004 financial year. The issues raised and the recommendations arising from this review were largely accepted by Council and were implemented in the later half of 2003- 2004. The full effects of this review have contributed to improving the financial performance of Forensicare. • Tight Control Over Staff Replacement Costs Following from a process commenced in the previous year, a structured staff replacement program, covering planned and unplanned leave, was introduced in 2004-2005. The program utilised a mix of full-time, part-time and casual staff (utilising overtime or casual rates) and minimal agency staff, to replace absentee staff. • Additional Sources of Revenue Forensicare increased revenue from sources other than the Department of Human Services and Corrections Victoria by 64% ($0.431m) in 2004-2005. The majority of this funding is not recurrent and we will need to continue to be proactive in finding additional revenue streams in the coming financial year.
