Arising from the research, many respondents articulated the view that a sense of direction and <br />
clear policy objectives need to be <strong>for</strong>malised and set down in the <strong>for</strong>m a clear policy document <br />
that will map the goals, targets and incremental steps required to successfully implement DTSB. <br />
The White Paper will be a policy statement which can <strong>for</strong>m the basis <strong>for</strong> sector and public <br />
consultation, feedback and engagement. <br />

5.4.3 Research <br />
The policy <strong>for</strong> digital radio should be underpinned by detailed and focussed research on the <br />
technology, economics and socio‐cultural dimensions of this new development in broadcasting <br />
and media consumption. Our report highlights the lack of independent research on media <br />
consumption patterns and media market economics in <strong>Ireland</strong> and digital radio policy, as well as <br />
media policy in general, will benefit from targeted research. <br />

The first steps arising there<strong>for</strong>e in progressing digital radio refer to convening the digital radio <br />
<strong>for</strong>um, collating the required research and consulting across the sector. On‐going research, <strong>for</strong> <br />
example, in media market, technology and user needs will need to be commissioned and <br />
completed to in<strong>for</strong>m a policy White Paper. Comparative modelling with similar sized digital radio <br />
markets and benchmarking with strategies being adopted internationally is an important element <br />
in this respect. Denmark, <strong>for</strong> example, has been identified above as providing a good match in a <br />
DAB+ market. One issue which clearly concerns the sector is the direct cost of implementing a <br />
terrestrial digital radio roll‐out and precise costing models need to be constructed to assist <br />
decision‐making. <br />

5.4.4 Policy Coordination <br />
BAI and ComReg should work closely together on digital radio policy, research and <br />
implementation and should coordinate and cooperate with European and international bodies <br />
working in this field. While both regulators do currently cooperate we are recommending that <br />
there is closer and more defined coordination which will assist public policy. ComReg should be a <br />
partner in the digital radio <strong>for</strong>um and there should be a sharing of knowledge and expertise. <br />
Comments expressed in this report (Section 2.2) support closer integration between agencies <br />
involved in broadcasting regulation. We further recommend closer cooperation with bodies such <br />
as the EBU, World DMB and other relevant <strong>for</strong>a involved in digital radio strategy to maximize the <br />
opportunity to learn from experiences and expertise from outside <strong>Ireland</strong>. <br />

5.4.5 Sectoral Awareness Building <br />
An in<strong>for</strong>mation and knowledge sharing campaign on digital radio <strong>for</strong> the sector is required to <br />
ensure radio operators are fully in<strong>for</strong>med and empowered to participate in the consultative <br />
process when the White Paper is presented. <br />

involved in DTSB, and a willingness to engage in debate on the subject, there was a dearth of <br />
