City of Langford www.cityoflangford.ca Staff Report to Council Date: October 17, 2011 Department: Subject: Fire / Administration Proposed Agreement with BC Ambulance Service (BCAS) Background Over the past year and a half, staff have been working closely with the British Columbia Ambulance Service (BCAS) to relocate their existing Vancouver Island Ambulance Dispatch Center currently located in Saanich to Langford. Staff are pleased to advise that the City has received a signed offer to lease a purpose built facility from the City to house the Dispatch Center and Ambulance Station. The Agreement (attached) with BCAS provides for the City of Langford building and lease back to the BCAS a two storey, post disaster designed building that would house a 4 bay ambulance station on the main level, with the second floor occupied as the Vancouver Island Ambulance Dispatch Center on Leigh Road just south of the TCH. The lease would be structured to pay all the costs associated with the facility. Operationally, considering response times are critical to medical emergencies it would be a significant benefit to Langford residents to have a post-disaster built, 4 bay ambulance station centrally located in our community. The fact that the building will have excellent access to both provincial and municipal roads, due to close proximity to the Spencer Road Interchange, which is proposed to be completed around the same time as the opening of the facility, is also a benefit. As well, relocating the dispatch personnel to a new state of the art BCAS 911 dispatch facility will bring additional employment and new families to our community. Options That Council: 1. Agree to the terms of the offer and direct staff to prepare the necessary lease agreement for signature by the Mayor and Corporate Officer; or 2.
