The following are the significant accomplishments under CIDG OPLAN “Salikop”:
1) Neutralization of John Rey ANDRES @ Elias SALVADOR/ Menu, active members of
ALMERON-ANDRES GROUP (KIA) during police operation by joint elements of PIB, Pangasinan
PPO, S2 Occidental, Mindoro PPO, Urdaneta City PS and Satt-3, Pangasinan CIDT, 3 rd COY
RMG and PPSMC led by PSUPT RONALD V GAYO on or about 11:15 in the morning of February
3, 2010 along Perez st., Poblacion, Urdaneta City, Pangasinan by virtue of Warrants of Arrest
issued by RTC, Br45 and RTC, Br 46, San Jose Occidental, Mindoro in CC Nrs. R-6643, R-6649, R-
6163 & R-6339 for Murder (4 Counts) and Warrant of Arrest issued by RTC, Br51, Tayug,
Pangasinan in CC Nr. T-4580 for Double Murder with the Use of Unlicensed Firearm, but resisted
arrest. Accused armed with cal .38 and one (1) Hand Grenade exchange fire to the operating
elements that resulted to his death together with his unidentified companion. On the other
hand, one member of the arresting elements identified as PO3 Lamberto Ferrer was hit in his
right leg during the shoot out and was brought to Eastern Medical Hospital for medical
treatment.
Inves disclosed that both suspects were suspected PAGs and members of ALMERON-
ANDRES GROUP engaged in Gun-for-Hire activities operating in the Province of Pangasinan.
Further investigation revealed that victims were involed in the killing of two (2) unidentified
caretakers of Mayor Leoncio SALDIVAR, Jr in San Felipe East, San Nicolas, Pangasinan
sometimes in 2007, killing of Municipal Assessor of Asingan, Pangasinan in 2008, killing of Samuel
ORTILLANO @Amay Bisaya in Urdaneta City, Pangasinan in 2009, recent shooting and
wounding of Herbie ZARAGOZA, killing of Municipal Councilor Igmidio LARIOSA of Binalonan
sometimes in 2008, killing of Sonny RIMAS in Tayug, and Nicanor Laroya of Binalonan,
Pangasinan. Cadaver of the suspects lies at the morgue of Amado Perez Emergency Hospital
in Urdaneta City, Pangasinan.
2) Neutralization of Armando FLORES, PAG member of Mayor Jose Peralta of
Balungao, Pangasinan & One (1) still Unidentified Companion (both KIA) and the confiscation
One (1) cal .38 Revolver (Squires Bingham) bearing SN: 08669; One (1) cal .38 Revolver
(Homemade) without SN: One (1) Fragmentation Grenade; Four (4) rds live Ammunitions for
cal.38; Two (2) Fired empty shells for cal .38; and One (1) XRM Motorcycle colored yellow
green without SN during police checkpoint/ encounter on or
about 9:00 in the evening of April 6, 2010 at Brgy San Antonio,
Rosales, Pangasinan conducted by joint elements of PIB,
Pangasinan PPO, PPSMC Tayug Patrol Base, Chief, PIB PPO led
by PSUPT ROMEMO B CARAMAT, SATT3, Pangasinan CIDT led by
PCI EDGAR V BATOON in coordination with Rosales PS. Cadaver
of the suspects lies at the morgue of Eastern Pangasinan District
Hospital, Tayug, Pangasinan while the confiscated
evidence/items were brought to PPSMC, Tayug, Patrol Base for
custodial investigation.

the Provinces of Region 1, 2, 3 & NCR during police operation
conducted by joint elements of La Union CIDT led by PCI
RICHARD V CABALLERO and PHPT-La Union led by PI DANIEL B
BANAN on or about 8:30 in the evening of June 10, 2010 at
Samson Lomibao Gonzales
