Low Tide Exposes Cold War Secret Did you know that Stanwood made military precautions against Russia and Communist allies during the 1980s This photo above may look like old pilings to the naked eye, but after closer inspection you can see that they are indeed not. At extremely low tides, you can walk to the base of the posts and you can clearly see marked metal tags with the inscription, “SNOHOMISH CTY_US ARMY_85_ANTI-SUBMERSIBLE #6843.” According to city documents found at the Stanwood Library, those labels mean that in 1985, Snohomish County was granted from the U.S. Army an anti-submarine “net”. A large metal mesh net spanned the bay and other water channels around Stanwood and Camano Island to prevent Russian submarines from traveling close to land. Few remaining evidence of those nets can be found anywhere in Washington. One is located here at 19730 Soundview Dr NW, Stanwood, and the other is found at the mouth of the Columbia River. My Roof Leaks, Can I Stop Paying Rent “So the pot used to collect the rain water from your leaky roof is full again and you have had it. You’ve asked the landlord numerous times to come fix the problem but your complaints fall on deaf ears. Can you stop paying rent until the problem is fixed Nope. “Why that’s unfair” you say. Perhaps but that’s the law. There are remedies available to the tenant under such circumstances, however. The question revolves around the severity of the problem within the home or apartment. First, the law (RCW 59.19.080) states that the tenant cannot avail him/herself of the remedies available if the rent has not been paid. Therefore, payment of rent is a prerequisite to the protections of the statute. Now if the tenant has paid his/her rent in full, what can you do in a situation where your living conditions are untenable and the landlord ignores you RCW 59.18.070 sets forth the responsibilities of the landlord IF THE TENANT GIVES PROP- ER NOTICE. You notice the caps I’m sure. Proper notice is written notice that: (1) specifies the premises involved, (2) gives the name of the owner if you know, and (3) spells out the nature of the defective condition. There you go. Make a copy for yourself and deliver or mail it to the property manager or owner. So how long does a tenant have to wait after such a notice is given to have the problem fixed It depends upon the severity of the problem. The statute sets forth 3 scenarios: (1) If there is no hot or cold water, heat, or electricity, or the problem is imminently hazardous to life, the landlord has 24 hours to fix the problem; (2) the landlord has 72 hours to make the repairs if the condition deprives the tenant of the use of a refrigerator, range, and oven, or a major plumbing fixture; and (3) not more than 10 days for all other reasons. Now if the landlord fails to rectify the problem after written notice and after the above time periods have elapsed the tenant may terminate the rental agreement or undertake to have the work performed and deduct it from the rent so long as the sum for repairs does not exceed 2 months rental. There are certain additional conditions that must be met if the tenant is taking it upon him/herself to have repairs made, such as providing the landlord with a written estimate at the time of the notice. If a tenant is going to go this route an attorney should be contacted to insure that the notice procedures are done properly. There is no reason to be saddled with a home that has a defective condition. Just make sure you abide by the rules when seeking repairs..” www.TheCrabCracker.com 55
