PREFACE<br />

Knowledge is fast expanding and the problems are also increasing side<br />

by side. There have been major technological advancements changing the way people and<br />

Government interact with each other for better service delivery. Modern world is engulfed with<br />

two problems viz. information explosion and population explosion. So more things to learn and<br />

more people to be taught has become need <strong>of</strong> the hour.<br />

In view <strong>of</strong> what has been said above it was felt necessary a few years<br />

back in 2001 that in order to cater to the educational needs <strong>of</strong> the students <strong>of</strong> the state in all<br />

seriousness and earnestness, the department <strong>of</strong> <strong>Education</strong> must have a document which gives<br />

all guidelines and directions for smooth running <strong>of</strong> the institutions in close coordination with<br />

the higher authorities. And thus came the Himachal Pradesh <strong>Education</strong> Code, 2001 into<br />

existence which served as a very useful guide to the school managements in achieving the<br />

targets.<br />

However, with the drastic changes during the last eleven years<br />

particularly in the field <strong>of</strong> Information Technology, Teaching Learning Methodology and<br />

<strong>Education</strong>al Administration, it was considered imperative to revise the Himachal Pradesh<br />

<strong>Education</strong> Code, 2001.<br />

New programmes, policies and amendment in overall structure <strong>of</strong><br />

education needed coverage. PMIS, e-Governance, ICT@ School etc. have been introduced to<br />

maintain records in a transparent and easily retrievable manner and to make teaching learning<br />

process interesting.<br />

Various instructions issued from time to time have been incorporated.<br />

Vacation schedule and much other additional information have been core issues which needed<br />

to be taken care <strong>of</strong>. A summary <strong>of</strong> Central and Himachal Pradesh Government Scholarship<br />

Schemes have also been incorporated. Inspection norms, building norms, co-curricular<br />

activities, value education, pr<strong>of</strong>essional ethics for teachers, career guidance and counselling<br />

cells for students and general administrative guidelines have been given due weightage<br />

I believe this code will provide comprehensive information and<br />

guidelines for efficient institutional management and administration. It will immensely benefit<br />

our educational institutes, educationists, educational administrators and teachers. This<br />

document is being published with a view that it is going to serve as a very important document,<br />

self speaking in itself and giving details in all aspects.<br />

I record my appreciation for sincere and strenuous efforts put in by Sh.<br />

Rajesh Gupta, Retd. Dy. Director <strong>of</strong> Hr. <strong>Education</strong> and Dr. Arun Dev Bhardwaj, Retd. Lecturer<br />

under the able guidance <strong>of</strong> Sh. Shashi Bhushan Sekhari, Joint Director (Colleges) in compiling<br />

and putting their valuable suggestions in preparing this code.<br />
