CHAPTER -V<br />
Scholarship<br />
5.1 Scholarship from Public Funds<br />
All scholarship paid from public funds, administered by the <strong>Department</strong> shall, in the absence<br />
<strong>of</strong> any special provision to the contrary be awarded, held and drawn only as provided in the<br />
following rules.<br />
5.2 Award <strong>of</strong> Scholarship<br />
(i) Subject to the restrictions imposed by the subsequent rules <strong>of</strong> this chapter, the award <strong>of</strong><br />
scholarships shall be on merit and in accordance with the results <strong>of</strong> public examinations.<br />
Provided that, the application forms <strong>of</strong> the eligible students complete in all respects, shall be<br />
submitted to the concerned authority as explained in the different schemes detailed in this<br />
chapter.<br />
(ii) If, any candidate is unable to furnish the required certificates, the scholarship shall be<br />
<strong>of</strong>fered on some terms to the next eligible candidates. But candidates, who though otherwise<br />
eligible are unable to supply the certificates, shall be designated honorary scholars in the<br />
notification <strong>of</strong> the award under these rules.<br />
(iii) Any such scholar will be entitled to apply for a scholarship in the event <strong>of</strong> a change in his<br />
financial circumstances bringing him within the prescribed income limits.<br />
(iv) The award <strong>of</strong> scholarship from State Revenue shall be restricted to the candidates whose<br />
parents are bonafide residents <strong>of</strong> Himachal Pradesh.<br />
5.3 Alteration in Scholarship<br />
The amount <strong>of</strong> scholarship, the period for which it is awarded and the class <strong>of</strong> school in which<br />
it is tenable, shall be fixed and shall not be altered during the particular year <strong>of</strong> award <strong>of</strong><br />
scholarship. In case <strong>of</strong> any alteration in the number/value/conditions pertaining to a particular<br />
scholarship scheme, it shall be publicly notified in all schools <strong>of</strong> Himachal Pradesh at least<br />
three months before an award under the revised rules is made.<br />
5.4 Close Scholarship<br />
The value <strong>of</strong> a close scholarship paid from public fund shall in no case exceed that <strong>of</strong> an open<br />
scholarship <strong>of</strong> the same class.<br />
5.5 Two or more Scholarships held together<br />
No scholar can hold at the same time, two or more scholarships falling under para 5.16 and<br />
5.17<br />
An awardee under any scholarship scheme will not be allowed to receive additional<br />
scholarship or stipend or special allowance from any other sources. In case he is in receipt <strong>of</strong><br />
any such award, the same must be surrendered and amount received as such should be<br />
refunded before the benefit <strong>of</strong> scholarship is availed <strong>of</strong> until and unless, the donor <strong>of</strong> the<br />
endowed scholarship has expressly stipulated that the scholarship endowed by him may be so<br />
