Chapter 4: partnership and collaboration PAF belives that to alleviate the poverty partnership is very significant. It is imperative to join hands with the like minded agencies for the nobel cause of poverty alleviation. Hence PAF gives top pirority for partnership and collaboration with different agencies (Governmental and Non Governmenal) both at the central level and at the district level. The different efforts related to partnership forging and collaboration for the period of 2010 to 2011 are mentioned below. A national level coordination meeting in chairmanship of the Chief Secretary of Government of Nepal was carried out in order to implement the program more effectively in coordination with the government line agencies. Further, PAf Board started to invite the Chief Secretary of Government of Nepal, Secretary of Ministry of Finance and Secretary of Ministry of Local Development as an observer in the Board meetings to enhance coordination with the government agencies. Several MoUs have also been signed with different organizations at central level to facilitate different tasks as well as to facilitate collaboration in implementation of sub-projects at community level. 1. MoU with MoLD On 8 October 2010, Ministry of Local Development (MoLD) and the Poverty Alleviation Fund (PAF-Nepal) agreed to work together by signing a Memorandum of Understanding and forming a strategic alliance to alleviate poverty through synergic efforts between the two institutions. The MoU was signed by Mr Som Lal Subedi, Joint Secretary, MoLD and Mr Raj Babu Shrestha, Executive Director of PAF, in the presence of PAF Vice Chairperson, Mr Vidyadhar Mallik and MoLD secretary Mr. Krishna Gyawali. The MoU entails increased coordination and linkages during project planning, implementation, monitoring, reporting and review while implementing targeted poverty alleviation and empowerment initiatives at the local level. 2. MoU with WFP On 30 August 2010, The United Nations World Food Programme (WFP) and the Poverty Alleviation Fund (PAF), two of the largest organisations working in Nepal’s most food insecure areas, joined forces by signing a Memorandum of Understanding and forming a strategic alliance to alleviate poverty and food insecurity in the Mid to Far-Western Hill and Mountain regions. WFP and PAF will collaborate to provide vital food and nutrition assistance whilst engaging beneficiaries in income generating and community infrastructure projects through food/cash-for-work. Specific projects to be considered include: small scale irrigation, cash crop plantation, enhanced farming techniques and poultry farming. WFP also plans to provide food for training activities that will benefit members of community organizations of PAF. 3. MoU with GIZ On 29 April 2011, The German Development Cooperation (GIZ) and Poverty Alleviation Fund (PAF-Nepal) have agreed to work together in the common working districts and municipalities of Nepal. Building on the core competencies of each other, PAF and GIZ assisted three different programmes will collaborate to improve and strengthen pro-poor governance at the local level and facilitate local level planning to articulate the voice of the disadvantaged population at the district development committee (DDC) and municipality level. Under the new arrangement, both the institutions would work together to ensure the access of poor and marginalized population to public goods and services, provide market information to farmers through market information systems and support in market linkages of agricultural products, among others. 4. MoU with USAID Supported EIG On 13 Dec 2010, USAID sponsored Education for Income Generation and Conflict Mitigation project and Poverty Alleviation Fund (PAF-Nepal) have agreed to work in tandem targeting the unemployed youths of the Mid Western Development region of Nepal. Building on the core competencies of each other, both the programme will collaborate in assessing the need for job creation, developing and imparting applicable training for eligible youths and extending support for enterprise development and job creation through a package programme. Under the new arrangement, the youths of the under-served region will receive trainings in literacy, life skills, vocational education and ANNUAL PROGRESS REPORT (2010/2011) 29
