The project description includes the following:<br />

• Photos <strong>of</strong> pilot plant filter equipment<br />

• An enhanced aerial photo showing key desalination plant facilities<br />

• A general configuration <strong>of</strong> a seawater RO system train<br />

• A table showing key intake seawater design characteristics<br />

• A table summarizing the seawater RO basic design criteria<br />

The Conceptual Design Report provides little information on the treated water pipeline(s).<br />

However, a figure has been provided that shows an alignment, which is shown herein as<br />

Figure 3.<br />

Supports Local Area and Regional Objectives<br />

The MBRSDP supports local area objectives by resolving the water supply deficit associated<br />

with SWRCB Order No. 95-10 and by providing 3,000 ac-ft per year to reduce overdraft <strong>of</strong><br />

the Seaside Groundwater Basin. No additional supply is proposed to meet future demands in<br />

the Monterey Peninsula area. The project would supply water to the P/SMCSD service area,<br />

portions <strong>of</strong> the Pajaro Valley Water Management Agency service area, and certain other<br />

areas in Northern Monterey County, in support <strong>of</strong> regional water supply objectives.<br />

Omissions or Fatal Flaws<br />

Additional studies are needed to determine the adequacy <strong>of</strong> using the National Refractories<br />

ocean outfall for brine disposal and the fate <strong>of</strong> the brine plume in the receiving waters. See<br />

also Table 11, Regulatory Requirements, in Section 7 <strong>of</strong> this report in regard to the potential<br />

need for additional information.<br />
