EVALUATION OF SEAWATER DESALINATION PROJECTS<br />

PROPOSED FOR THE MONTEREY PENINSULA<br />

6.3 Sand City <strong>Desalination</strong> Project (SCDP)<br />

The Sand City <strong>Desalination</strong> Project, proposed in 2002 by the Monterey Peninsula Water<br />

Management District, was sized to provide a replacement supply to meet current water<br />

production as limited by SWRCB Order No. 95-10 and to <strong>of</strong>fset a portion <strong>of</strong> the overdraft <strong>of</strong><br />

the Seaside Groundwater Basin and is intended to serve only the CAW service area. Because<br />

<strong>of</strong> the unique features <strong>of</strong> the well intakes, the project should be capable <strong>of</strong> expansion,<br />

provided additional planning <strong>of</strong> the seawater intake system and distribution and collection<br />

systems is performed, and providing trunk mains are constructed with this expansion in<br />

mind.<br />

Because the project would serve 40 to 70 percent <strong>of</strong> the supply contemplated for the<br />

MBRSDP and the CWP, removing this large portion <strong>of</strong> the customer base could make the<br />

other desalination projects uneconomic.<br />

There are no disadvantaged communities in the project service area.<br />

6.4 <strong>Seawater</strong> <strong>Desalination</strong> Vessel (SDV)<br />

The <strong>Seawater</strong> <strong>Desalination</strong> Vessel (SDV) proposed by Water Standard Company is<br />

envisioned as supplying water to the Monterey Peninsula, with the potential to serve a large<br />

portion <strong>of</strong> northern Monterey County. Water from the project would be delivered to<br />

MPWMD and CAW and to other customers within the Monterey Bay area. A limited<br />

amount <strong>of</strong> proposed distribution system information has been provided by the project<br />

proponents, and additional planning, analysis, and design would be required if the project<br />

were to proceed.<br />

The SDV, MBRSDP, and the CWP share the major customer base on the Monterey<br />

Peninsula, and for practical purposes are mutually exclusive. That is, only one <strong>of</strong> these<br />

projects would likely be built.<br />

The larger contemplated projects could have beneficial water quality impacts to<br />

disadvantaged communities in northern Monterey County.<br />
