Quality <strong>of</strong> Cost Estimate<br />

The treatment plant capital cost estimate is not very detailed, but the values are considered<br />

reasonable for this size facility. O&M costs are considered to be higher than expected, due to<br />

a high electrical consumption assumption. An adjustment <strong>of</strong> this assumption could reduce<br />

the total cost <strong>of</strong> water by approximately $250 per ac-ft. The costs presented for the SCDP do<br />

not include any costs for pilot studies <strong>of</strong> the treatment process.<br />

5.4 <strong>Seawater</strong> <strong>Desalination</strong> Vessel (SDV)<br />

Capital Cost<br />

Capital costs for the proposed facilities were presented in a summary document provided by<br />

the proponent. The proponent made numerous comments on costs reported in the draft<br />

GEI/B-E report, both updating capital cost information and describing contingencies<br />

included in suppliers estimates. Some <strong>of</strong> these estimates are sharply higher than those<br />

provided to GEI/B-E in early 2007. For example, the estimate for ship purchase and<br />

refurbishment was increased by 95 percent. Proponent’s updated anticipated capital costs are<br />

summarized in Table 8.<br />

Operation and Maintenance Costs<br />

The O&M cost estimate includes power consumption, chemical usage, operation and<br />

maintenance <strong>of</strong> SDV and barges, and membrane replacements. The detailed cost estimate is<br />
