P/SMCSD retained Kennedy/Jenks Consultants to prepare the project information for the<br />

MBRSDP. 44 This information contains a preliminary, planning level capital cost breakdown,<br />

reproduced in Table 6.<br />

The line item cost for the Pumping & Storage Components and Transmission Pipeline are<br />

$14,000,000 and $16,830,000, respectively. If we apply the percentage for the various items<br />

included for the line item Admin, Legal, Engineering and Environmental and the 25 percent<br />

contingency to the above amounts we obtain a total cost for the Pumping & Storage<br />

Components and Transmission Pipelines <strong>of</strong> $39,027,000.<br />

Although there are no costs shown for right-<strong>of</strong>-way, the project includes a pipeline between<br />

Moss Landing and the Monterey Peninsula. There would likely be costs for pipeline right<strong>of</strong>-way,<br />

even though much <strong>of</strong> the alignment would be in publicly owned roadways and other<br />

public rights-<strong>of</strong>-way.<br />
