Comments on the reasonableness <strong>of</strong> the quantities and unit costs <strong>of</strong> the capital cost estimate<br />

are as follows:<br />

• The original Pridesa Preliminary Budget value for the MF system is considered<br />

relatively high for this capacity. Competitive procurement <strong>of</strong> this equipment is<br />

expected to be 25 percent lower than the indicated value.<br />

• The RO costs include $1.5M for “RO containment structures.” It is not apparent what<br />

this item is or whether it is appropriate.<br />

• The basis for the 33 percent reduction factor to adjust the Conkey Regional scale<br />

project to the Proposed Project has not been provided.<br />
