It is not logical to undertake such assessments for all recommendations as this will<br />
increase the cost of each assessment <strong>and</strong> additionally be too complicated to manage.<br />
Each of the recommendations have been prioritized in the Main Report. If this<br />
prioritization is accepted by the stakeholders, recommendations of Priority 1 <strong>and</strong><br />
recommendations that would need long preparation times would be given priority for<br />
assessment. Some recommendations clearly do not have large financial costs or high<br />
economic <strong>and</strong> social impacts so do not need an assessment at all.<br />
Before starting an assessment as proposed above, dependent on the project<br />
recommendation considered, the availability of data to do such an assessment <strong>and</strong> the<br />
possible insights that can be gained within the project budget <strong>and</strong> time should critically<br />
be looked at. Some insights in impacts can only be computed a priori at a very course<br />
level of accuracy, because of all other external influences that will impact on the<br />
objectives of the project recommendation. It also needs to be taken into consideration if<br />
prioritization will take place at catchment scale or at national scale (see chapter 11).<br />
This is a cross-cutting Recommendation that does not deal with Investments only but with all<br />
Project Outputs. It has been placed under Annex 4 as this is the closing Annex <strong>and</strong> because<br />
social <strong>and</strong> economic impacts are mainly discussed in this Annex.<br />
