2.2.3 Land Use Zoning and Overlays<br />

Various land use zones are applied to <strong>Cobram</strong> and provide relevant objectives<br />

and development controls (refer Figure 2 <strong>Cobram</strong> Zoning <strong>Plan</strong>).<br />

Further planning provisions apply to sites and areas through the provision of<br />

various overlays. Similar to land use zones, overlays provide objectives and<br />

development controls, however they apply to forms of development rather than<br />

simply land uses. Overlays, as they apply to the study area offer planning controls<br />

in relation to built form, heritage and environmental considerations.<br />

Summary of Findings:<br />

In 2006 the <strong>Moira</strong> <strong>Shire</strong> <strong>Council</strong> developed a <strong>Council</strong> <strong>Plan</strong> that focused on the five<br />

pillars of wellbeing:<br />

− Built and physical environment<br />

− Social<br />

− Economic<br />

− Natural environment<br />

− Government<br />

In order to achieve the outcome for liveable communities “<strong>Plan</strong>ning and building<br />

control for a vitalised community” the <strong>Council</strong> <strong>Plan</strong> nominates the following<br />

strategies:<br />

− To continue to develop guidelines and policies to ensure that planning<br />

decisions reflect best practice.<br />

− To encourage environmentally sound building design and practices which<br />

minimise resource and energy use.<br />

− To continue to develop guidelines and policies to ensure the design of<br />

subdivisions reflect best practice.<br />

− To continue to undertake strategic planning to ensure sustainable urban<br />

and rural land use and development for the benefit of the community.<br />
