of <strong>Cobram</strong>. The Figure 4 below shows the current location of the Land Subject to<br />
Inundation (lighter grey shade) and the Floodway Overlay (darker grey shade).<br />
It is recommended that <strong>Council</strong> work closely with GB, CMA to prepare a strategy<br />
to flood proof the immediate surrounds of <strong>Cobram</strong>.<br />

3.5 Cultural Heritage<br />
Clause 15.11-1 of the <strong>Moira</strong> <strong>Plan</strong>ning Scheme refers to heritage significance.<br />
Specifically, the objective of this clause is “To assist the conservation of places<br />
that have natural, environmental, aesthetic, historic, cultural, scientific or social<br />
significance or other special value important for scientific and research purposes,<br />
as a means of understanding our past, as well as maintaining and enhancing<br />
Victoria’s image and making a contribution to the economic and cultural growth of<br />
the State”.<br />
Heritage Studies are currently underway for both the <strong>Cobram</strong> Town Centre<br />
Precinct and the <strong>Cobram</strong> Church Precinct (draft reports prepared in June 2006).<br />
These reports have assisted in informing this <strong>Strategy</strong> <strong>Plan</strong>.<br />
3.6 Servicing and Infrastructure<br />
Servicing and infrastructure of existing and proposed new development areas is<br />
an essential consideration of any <strong>Strategy</strong> <strong>Plan</strong>. Infrastructure should be used<br />
and provided in an efficient and effective manner. <strong>Cobram</strong> is serviced by<br />
Goulburn Valley Water for the provision of reticulated water and sewer, Telstra for<br />
telecommunications, Powercor for electricity and the <strong>Council</strong> is the responsible<br />
drainage authority. Servicing and infrastructure comments in regard to specific<br />
types of land use activities are considered and addressed in this <strong>Strategy</strong> <strong>Plan</strong>.<br />
