Final Report<br />
12 Recommendations and Implementation<br />
The <strong>Strategy</strong> <strong>Plan</strong> provides specific recommendations on how future development<br />
within <strong>Cobram</strong> should proceed. These recommendations reflect the desired<br />
future roles of <strong>Cobram</strong> and will ensure growth opportunities and constraints are<br />
accommodated over the next 15 to 20 year period.<br />
This section provides a summary of the primary issues incorporated within the<br />
<strong>Strategy</strong> <strong>Plan</strong> and the means by which these can be implemented. Various<br />
actions are required to implement the <strong>Strategy</strong> <strong>Plan</strong>, and the resolution of the<br />
various issues is generally achieved through the following means:<br />
− Amendments to the <strong>Moira</strong> <strong>Plan</strong>ning Scheme in its local policy and zone and<br />
overlay controls, and<br />
− Other actions, such as strategic studies, facilitation of consultation and the like<br />
The various implementation measures are outlined below.<br />
12.1 Recommendations for Residential Land <strong>Strategy</strong><br />
12.1.1 Amendment to the <strong>Moira</strong> <strong>Plan</strong>ning Scheme<br />
− Amend Clause 21.04 to replace the existing Settlement Strategies with the<br />
revised Settlement Strategies as per Section 13<br />
− Amend Clause 21.04 to replace the <strong>Cobram</strong> Structure <strong>Plan</strong> with the <strong>Cobram</strong><br />
<strong>Strategy</strong> <strong>Plan</strong> as per Figure 12 in Section 13<br />
− Rezone land identified for short term residential development in Figure 7 to<br />
Residential 1 Zone<br />
− Rezone land identified for short term low density residential development in<br />
Figure 7 to Low Density Residential Zone and cover by Development <strong>Plan</strong><br />
Overlay requiring among other matters that lots be sewered<br />
− Rezone the parcels of land identified in Figure 8 to Residential 1 Zone and<br />
Mixed Use Zone.<br />
− Amend the planning scheme to include all land identified for short, medium<br />
and long term residential and low density residential development within the<br />
Development <strong>Plan</strong> Overlay. The requirements of the Development <strong>Plan</strong><br />
Overlay should at least be consistent with the existing Development <strong>Plan</strong><br />
Overlay No. 1.<br />
12.1.2 Other Actions<br />
− Undertake a Housing <strong>Strategy</strong> for the municipality to quantify and qualify the<br />
needs for different types of housing, including affordable housing and lifestyle<br />
opportunities.<br />
− Following the completion of the Rural Lands Review, amend the <strong>Moira</strong><br />
<strong>Plan</strong>ning Scheme to include land in the Rural Living Zone, if recommended.<br />
